About the Position: Incumbent will serve as a Supervisory Firefighter in the Directorate of Installation Services, Risk Management Division, Fire and Emergency Services Branch.

Duties

Supervise one or more crews, two or more firefighters, at least one or more Driver-Operator, and two or more pieces of motorized firefighting equipment in firefighting and rescue operations. Plan and assign work to be accomplished by subordinates. Coordinate with chiefs on other shifts concerning matters of work accomplishment, training, priorities, and procedures. Provide recommendations to higher levels of supervision for appointment, promotion, retention, and reassignment of employees. Counsel employees on work and basic terms of employment and benefits. Identify developmental and training needs of station personnel and make arrangements to meet those needs. Direct the operation of firefighting vehicles such as pumpers, ladder, utility, and rescue trucks. Perform rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility.

Requirements

  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent pass urinalysis testing as required prior to appointment and periodically thereafter.
  • Pre-employment physical is required. Incumbent is subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
  • The work requires the incumbent to drive a motor vehicle. An appropriate, valid state and government driver's license is required.
  • Position works a 72-hour weekly tour and may be required to work weekends and holidays.
  • This position requires the incumbent to wear a uniform and other safety apparel in accordance with established policies and procedures.
  • Required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Fire Chief and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; recall to duty.
  • Must obtain and maintain a Secret Security Clearance.
  • Requires a one year Supervisory Probationary Period.
  • Must be licensed as a State of Pennsylvania Emergency Medical Technician/Basic or have National Registry.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Selective Placement Factors: This position has selective placement factor which must be met prior to employment and for continued employment. You must provide proof of certification in your application for Basic Emergency Medical Technician and the following required DoD Firefighter Certifications: Fire Officer III, Fire Inspector II, Fire Instructor II and Hazmat Incident Commander. You MUST submit a copy of your certification with your application package or you will be rated ineligible. FIREFIGHTER SECONDARY RETIREMENT COVERAGE: This position is covered as a secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c)(CSRS) and 5 U.S.C. 8412(d) (FERS) when it is filled by an individual who transfers directly from a primary or another secondary firefighting position with no break in service as a firefighter to this position. Firefighter retirement coverage of the selectee depends upon his or her individual work history. PHYSICAL EFFORT/WORKING CONDITIONS: Rigorous, heavy physical effort may be required in the frequent handling of objects such as cylinders and extinguishers weighing 50 lbs or more; may be required to lift/carry personnel such as an adult male in emergency situations. Duties require the full use of both arms, both legs and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as use of aerial ladders, firefighting equipment controls, arranging/connecting hoses, rappelling, operation of fire truck and all types of rescue operations, etc. The incumbent must be able to meet and maintain physical agility and stamina standards, which are established for this position. This position requires the employee to work under adverse environmental conditions. When responding to an emergency the incumbent may be subject to dense smoke, flames, extreme heat, cold, dust, water, and possible explosions and exposure to toxic fumes and materials. Must be able to maintain necessary alertness, self-control, and emotional stability under emergency conditions.
