You will serve as a FINANCIAL MANAGEMENT ANALYST in the Comptroller Department of NAVSEA INACTIVE SHIPS MANAGEMENT. You will perform or advise on work in any of the phases or systems of budget administration. Work may include development, determination and interpretation of budgetary policies and practices.

Duties

You will apply skills to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions. You will perform various budget functions involving the formulation, justification, and execution of the Expense Operating Budget (EOB), Centrally Managed Program, Civilian Personnel Payroll and Other Customer Funds. You will monitor and analyze budget execution on a continuing basis, identifying trends in expenditures, verifying reasons for variances from plan and coordinates required revisions, with senior financial manager and Program Managers. You will demonstrate knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area. You will monitor and track requirements and account balances to ensure adequate funding is available and recommend realignment. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organizations programs and activities. You will create funding documents, perform research for tri-annual reviews, correct accounting errors and reconcile assigned accounts monthly. You will utilize budget and accounting systems, applying various accounting and budget laws, methods and techniques. You will serve as Customer Service Representative for Civilian Timekeeping. You will develop procedures, instructions, and reports related to budget submissions and execution. You will provide formulations of budget and estimates to support plans, programs, and activities.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-01 (GS-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing financial management systems to assist in reviewing and analyzing financial or budgetary transactions for an organization. Examples of qualifying experience may include presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; reporting of obligations and expenditures; administering Civilian Pay, Travel programs, or Contractor invoice payment.
