About the Position: You will serve as an Emergency Management Specialist in the Emergency Management Branch for the Department of the Army, U.S. Army Corps of Engineers, located in Vicksburg, MS. This position is a developmental Emergency Management Specialist position. This position will be filled at the GS-09 grade level only, with the opportunity for non-competitive promotion potential to the GS-12 grade level. The full performance level of this position is GS-12.

Duties

Developing and conducting training of a Crisis Action Team (CAT) for EOC procedures to include message preparation, logging, operations security, physical security, and action officer responsibilities. Developing planning objectives and directives. Establishing tasks for Emergency Management personnel and other District personnel to provide input into Emergency Management planning documents. Reviewing plans and other documents on a recurring cycle and initiates revisions if necessary. Coordinating all planning activities with District elements, CEMVD, other Districts, military commands, other Federal, State and local agencies, as necessary.

Requirements

  • This position will be filled at the GS-09 grade level. The full performance grade of this position is GS-12.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to respond to disasters.
  • May be required to perform up to 20 percent temporary duty travel (TDY).
  • Must obtain and maintain a Secret Security Clearance.
  • Be able to handle affairs while working in a stressful environment.
  • Be a member of a Regional/National team for disaster/emergency response.
  • Must be readily accessible and be on call 24 hours a day.

GS-09 Qualifications Specialized Experience: One year of specialized experience which includes: Develop new and updated existing emergency preparedness and response standard operating procedures, plans and documents; Evaluate and develop after action reports, lessons learned, and best practice documents as a result of conducting discussion based or operations based exercises; Assist in the preparation of required post-exercise reports. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Ability to plan and organize workAdministration and ManagementCommunicationsConcepts, Policies, and Principles of BudgetData Entry and Analysis Time in Grade Requirement (GS 9): Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS 7 grade (or equivalent).
