The incumbent serves as a Program Analyst (Communications Specialist) providing support to Livermore Field Office (LFO) by performing a series of strategic communications functions to facilitate LFO mission activities.

This position can be filled at the NQ-02 target 03 pay band or the NQ-03 pay band.
NQ-02 pay band ($70,674 - $133,236)
NQ-03 pay band ($121,873- $183,500)
SPECIALIZED EXPERIENCE REQUIREMENTS
NQ-02--A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-01 pay band or GS-7 grade level.
Specialized experience for this position is defined as: Experience applying program analysis and planning support to senior program managers regarding an organization's operational and business processes and resources.
Examples of Specialized Experience:
Conduct studies, applying analytical and evaluative techniques to identify and resolve problems relating to an organization program(s) or procedures.
Preparing reports, memos, fact sheets and presentations for management or external customers.
Experience in a directive process to include communicating reporting requirements, and setting organizational directives (requirements, responsibilities, and procedures).
NQ-03--A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 pay band or GS-12 grade level.
Specialized experience for this position is defined as:
Experience in presenting facts, recommendations, and conclusions in a concise, logical, and methodical manner, to prepare complex reports and briefings, and to communicate with various multi-sites management levels.
Experience applying principles and methodologies of program analysis sufficient to analyze changes in program priorities and resource limitations, adjust program plans and activities, design, manage, and improve management systems and processes.
Experience managing programs specifically Freedom of Information Act (FOIA) by implementing guidelines, coordinate program strategy, and communicate various stakeholders.
Experience in quantitative and qualitative methods for assessing the effectiveness of administrative, and management programs, to develop new procedures and approaches resolving significant issues, problems and to improve program effectiveness.

Education
NQ-02 PAY BAND ONLY
- Master's or equivalent graduate degree in a field as described in the vacancy announcement.
OR
- 2 full years of progressively higher-level graduate education leading to a master's degree in a field as described in the vacancy announcement.
OR
- A combination of graduate level education and experience as described in the vacancy announcement.
