About the Position: Serves as Civil (Construction) Engineering Technician responsible for quality assurance and contract administration of a variety of civil and architectural scopes at a large field office, with particular emphasis on specialized building envelope requirements and horizontal construction. Responsible for inspecting or directing the inspection of materials and equipment involved to ensure compliance with plans and specifications.
Duties
Works with the contract team to make corrective actions to permit acceptance of materials and equipment prior to contract completion.
Discusses with the contractor decisions made and corrective action necessary for compliance with contractual provisions and to resolve complex unforeseen problems and conditions which develop.
Uses extensive experience, knowledge, independent research, and judgment to develop new approaches to solutions of problems which may arise.
Serves as subject matter expert for civil materials testing and quality control.
Prepares basic data for cost reports, progress reports, etc., and other reports, or records pertaining to phase of responsibility.
Reviews contractor’s Quality Control Plans with particular attention to valuable building envelope systems and materials testing and assists contractor in developing an effective QC program.
Prepares or assists in preparation of cost estimates for change orders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to wear appropriate Personal Protective Equipment (PPE) as appropriate for construction site visits. PPE may include, hard hat, ear protection, safety glasses, safety boots, fall protection, and/or respirator with protective clothing.

Specialized Experience for GS-11: One year of specialized experience which includes 1.) Reviewing drawings and technical specifications for contracts (such as civil projects, military projects and/or various types of buildings, supplies, and service contract work); 2.) planning and/or developing cost estimates for projects in all phases of construction or operations and maintenance; 3.) and providing instruction and/or recommending corrective actions for technical problems associated with specification and/or cost estimating software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Specialized Experience for GS-12: One year of specialized experience which includes 1.) Reviewing for correctness, and acceptability of the contractor's Quality Control Plan for all civil materials testing and inspection. 2.) Reviewing contractor's submittals for compliance with contract requirements. 3.) Assisting with identifying any potential problem area, deficiencies, desirable improvements and/or due to field conditions. 4.) Inspecting samples of materials and equipment to be employed in the project. 5.) Assisting with monitoring contractor's operations to assure compliance with specifications and contractual requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
