You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the Corporate Instructional Design Center (Code 1571), in the Workforce Development and Design Division (Code 1570) of the Naval Shipyard Support Office (Code 1500) of NORFOLK NAVAL SHIPYARD.

Duties

You will serve as an agency expert and senior consultant in ISD. You will plan and organize the work, determine possible sources on information, and conduct fact finding. You will develop and revise the specific content, organization, style, format. emphasis and treatment of each segment of the instructional courses or systems. You will develop finished products including lesson plans, training texts, television programs, programmed texts, or computer assisted instruction.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying adult instructional system design (ISD) principles, theories and concepts to the design and development of training materials. Experience developing training packages for classroom training. Experience conducting analysis of classroom training for performance improvement solutions. Experience analyzing occupational areas for new or revised existing instructional systems. Experience performing project management duties such as facilitating training development teams of shipyard process owners. Experience ensuring common understanding or program design, performance trends and expectations. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must have a degree that includes or is supplemented by at least 24 semester hours appropriate to the work of Instructional Systems Specialist. The course work must include study in at least four of the following five areas: (A) Learning theory, psychology of learning, educational psychology: (B) Instructional design practices: (C) Educational evaluation: (D) Instructional product development: (E) Computers in education and training.
