This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for assessing, evaluating, and recommending whether an acquisition should be awarded as a Small Business (SB) set aside under the 8(a) Program.
Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Contract Specialist (Procurement Analyst) at the NH-1102-4 some of your typical work assignments may include:
Reviews acquisition and contracting documentation to ensure compliance with Federal and DoD Regulations, as well as MDA policies and procedures.
Recommend areas for acquisition policy, training, or other outreach methods to optimize competition; monitor competition levels for achievement of goals for optimal competition.
Recommend goals and plans for increasing competition on a fiscal year basis to the agency senior procurement executive.
Present briefings to senior officials within the agency, Department of Defense and other internal and external agency partners.
Performs Special Agency-level projects that have enterprise impact

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience ensuring compliance with policies and processes that optimize competition during contract planning, negotiation, awarding and administration of contracts. OR
Experience participating in multi-functional government and early industry involvement in acquisition strategy formulation. OR
Experience apply contracting laws, procedures, requirements, regulations, and policies related to specialized expertise in the work of small business programs, including the ability to maintain credibility with others on technical matters, develop policy and guidance to manager, and conduct outreach activities
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.
