Assistant Area Operations Manager (AAOM) for the Nogales Field Office, Operations & Maintenance Division, Operations Department, of the United States Section, International Boundary and water Commission (USIBWC) responsible for the operation and maintenance of the Nogales International Wastewater Treatment Plant (NIWTP) managing the land boundary and binational sanitation issues as related to obligations in treaty minutes for a region encompassing 229 miles of U.S./Mexico International Boundary.

Duties

Supervises field work for adherence to operating guidelines and internal standards for work quality and output. Ensures the completion of all environmental and safety reporting. Accesses facility repair and improvement needs and assists the AOM with developing maintenance plans, projects, and budget requests. Determines equipment, supplies, and resources required and ensures timely submittal of procurement requisitions. Operates a motor vehicle such as a sedan, passenger van, and a pick-up truck, to transport items and passengers. Prepares Scopes of Work and Independent Government Estimates, conducts market research and prepares solicitation packets. Develops annual employee performance plans and provides training and development opportunities. Assists with personnel actions such as position management and classification, and recruitment and placement.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • You must complete and successfully pass the DHS required E-Verify employment verification check.
  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, that a U.S. State, the District of Columbia, or a U.S. territory has issued.
  • You must obtain and maintain a favorable background investigation.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period.
  • You must successfully complete a pre-employment medical examination.
  • You must be able to lift and carry up to 44 pounds unassisted, and over 44 pounds with assistance; and must be able to sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching.
  • You may be exposed to viruses and bacteria; you may elect to receive preventative vaccinations against Hepatitis A, Hepatitis B, Typhoid Fever, Tuberculosis, and Tetanus at the agency's expense.
  • You will be required to complete a USIBWC Immunization Declaration Form.
  • You may be required to use a face-fitted respirator.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report within 30 days of your appointment and annually thereafter.
  • You must possess and maintain, either upon, or within 45 days of appointment, a Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR) Level I.
  • You must possess and maintain, within 18 months of attaining the FAC-COR Level I, a Federal Acquisitions Certification for Contracting Officer’s Representative (FAC-COR) Level II.
  • You must be in a continual "on call" status as a member of the agency's Incident Response Team (IRT).
  • You may be subject to on-call status under the agency Continuity of Operations Plan (COOP). In the event of an emergency the agency may activate/deploy identified personnel to carry out essential functions and operations.
  • You may be required to travel with overnight stay up to 15% of the time.
  • You may be required to enter Mexico to carry out official agency business.
  • You must maintain direct deposit of your federal pay.

Qualifications

Qualifications must be met by 11/20/2023 Minimum Qualification Requirement: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: To qualify at the GG-13 you must haveat least one year of specialized experience equivalent to the GG/GS-12 grade level or equivalent pay band in Federal service or equivalent experience in the private or public sector, which provide you with the knowledge, skill, and ability to perform the duties of this position. Examples of Specialized Experience: supervising work performed by field office staff to ensure proper operation, maintenance, and permit compliance; ensuring implementation of a preventative maintenance plan for heavy equipment and vehicles; assessing and determining equipment, supplies, and resources required and producing timely submittal of procurement requisitions; providing direct administrative and technical guidance on work requirements and procedures; ensuring the proper and regulatory operation, maintenance, and permit compliance for a wastewater treatment plant; monitoring field office operating allowance for accountability; ensuring field operations are conducted in accordance with established agency and Occupational Safety and Health Administration (OSHA) safety programs, procedures, and guidelines; composing and submitting technical reports pertaining to field office operations; reviewing engineering studies, designs, reports and cost estimates, and providing comments and recommendations on efficient engineering solutions; evaluating and adjusting operations by reviewing work in progress; preparing scopes of work and independent Government estimates; conducting market research and preparing solicitation packets; reviewing invoices and payment requests to verify completion of services and receipt of supplies; operating a motor vehicle such as a sedan, passenger van, or pick-up to transport items and passengers; monitoring employee time and attendance; developing annual employee performance plans; providing employee's training and development opportunities; resolving informal and formal employee complaints; and assisting with personnel actions such as position management and classification, and recruitment and placement. For this position, there is no substitution of education for experience. Special Factor(s): The following factors are agency unique for the Delegated Examining Office (DEO) to use in its evaluation. A selective placement factor (SPF) is a specific qualification an applicant must possess to successfully perform in a position. A quality ranking factor (QRF) is a specific qualification an applicant may possess that would enhance performance in a position. 1. QRF: Possess aWastewater Treatment Plant Operator Grade 4 license/certification acceptable to the State of Arizona. Time in Grade (TIG): Current employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section.
