This position is located in the Facilities Department of the Lawton Indian Hospital, Lawton, OK. The General Engineer is responsible for administering the technical and administrative aspects of the physical operation, maintenance, repair, and alteration of the hospital buildings, grounds and equipment, and safety of the staff and public on these properties. This position reports to the Supervisory General Engineer.

Duties

Review architectural-engineering work and contractor's shop drawings for adherence to contract specifications and provide oversight of repair, renovation, and construction services in various roles (Contracting Officers Representative, staff engineer, Quality Assurance, project officer, etc.). Investigate building conditions to ensure facilities information data base integrity for various facilities tracking systems, projects, Life Safety Code and accreditation compliance, and for addressing facility deficiencies. Track, update, review, and verify accurate information for computer maintenance management systems, budget, project plan, energy usage, building automation systems, real property conditions, and accreditation compliance. Make calculations applying standard formulas; prepares graphs, curves, and tables; records factual data in tests and observation studies. Performs drafting and minor detail design. Assist and/or performs review and approval of contractor plans. Perform work assignments pertaining to the repair and improvement of real property buildings, land, and structures for hospitals, clinics, office buildings and warehouses. Assignments involve major building systems including heating, ventilation, air conditioning, plumbing, fire protection, architectural systems, electrical distribution and medical gas systems. Develop and advise on the nature and scope of operation, modification, and repair scopes of work for facilities Federal contracts. Recommendations and plans will give consideration to availability of funds, program objectives and urgency of need. User of Unified Financial Management System, requires Level 5 background investigation with credit check.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited bye ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience applying engineering principles, concepts and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Experience in overseeing a diverse workforce including developing goals and objectives of an accreditation program; preparing policies, procedures and guidelines for implementing preventive and operations maintenance. Experience in serving as project manager for sustainability activities. Experience in reviewing architectural and engineering drawings for new building construction. Experience in performing administrative activities to effectively conduct an accreditation program. You must meet all qualification requirements within 30 days of the closing date of the announcement.
