The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

The Center for Security Evaluation (CSE) represents the Intelligence Community (IC) in protecting national security equities against counterintelligence and security threats to diplomatic missions abroad and other U.S. government facilities worldwide. CSE provides continuous collaboration with the Department of State (DoS) and the IC for the planning, design, construction, and operation of diplomatic facilities abroad to ensure they meet certification standards and to protect our national security information and personnel. CSE conducts assessments of technical, physical, and information security vulnerabilities and develops emerging technologies to improve security countermeasures. In addition, CSE provides technical, analytic, and policy guidance and advocates for national Technical Security and Signals Countermeasures (TSSC) resources and the policy for implementing wireless technology in a secure environment. Countering the growing complexity of technological advances, including the introduction of wireless technology into Intelligence Community (IC) secure spaces, necessitates a greater technical literacy and a more comprehensive defensive countermeasures program than what was required just a few years ago. The National Counterintelligence and Security Center (NCSC), in collaboration with the IC, is leading an effort to develop a comprehensive security posture that understands emerging technical attack techniques and that capitalizes on technological and computational processing advances. Secure work spaces in the IC must evolve to counter this emerging threat and existing facilities must be monitored to ensure vulnerabilities are addressed. Serve as the Technical Director supporting the Center for Security and Evaluation providing technical leadership as a corporate resource. Lead the collection and evaluation of, and advocate for, new innovative technology concepts to enhance operations and mitigate mission gaps across the IC. Participate and coordinate activities in support of the Wireless Steering Committee (WSC) and the Technical Security and Signals Countermeasures (TSSC) Executive Steering Committee. ??????? Provide feedback and/or expert programmatic recommendations to the CSE leadership team in the areas of science, technology, data, to inform innovative countermeasures. Serve as the National Counterintelligence and Security Center (NCSC) representative to the WSC Technical Working Group; advocate across the ICs R&D community for investments in technologies that the can be used to defend IC secure spaces from new and emerging technology threats, such as Internet of Things and automated building controls, and mitigations such as Radio Frequency (RF) shielding countermeasures, continuous spectrum monitoring capabilities and emerging technologies. Represent CSE as SME in technical forums, conferences, and working groups across the DoD and IC for close access modernization initiatives for TSCM, and TEMPEST disciplines in support of Technical Signals Security Countermeasures (TSSC) activities. Leverage expertise to mentor both within and outside of CSE on the larger IC enterprise on wireless technology as well as other emerging technology areas. Lead, plan and conduct the review and evaluation of security and counterintelligence directives and standards concerning wireless and emerging technologies in SCIF construction and accreditation (i.e. ICD 503 and ICD 705). Lead the development of technical Information Assurance (IA), Counterintelligence (CI), and mitigation and countermeasures standards for wireless and emerging technologies directives based upon CSE leadership's mission priorities. Lead, cultivate, and maintain working relationships with relevant IC, academic and industrial Research and Development components and subject matter experts, IC members, and policy committees to advance the technical quality of health of NCSC/CSEs R&D investments and policy recommendations.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements Expert knowledge in area of subject matter expertise to include defending against technical threats or experience in offensive technical USG operations. Expert ability to effectively plan and lead the development of high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government. Superior oral and written communication and interpersonal skills and the superior ability to work effectively with peers and leaders from across the IC and Department of Defense. Expert knowledge of the IC and its components, missions, and interrelationships, including a demonstrated ability to provide technical leadership to broad-based teams regarding key IC issues. Expert ability to apply analytic, quantitative, and qualitative techniques to analyze, evaluate, and recommend appropriate alternatives to complex issues. Expert knowledge and familiarity with IC R&D organizations, individuals and investment processes. Familiarity with IC polices and standards for SCIFs, wireless policies and standards, and close access standards and practices. College degree / graduate degrees in relevant technical areas. Working knowledge of Information Assurance, security, and counterintelligence practices as applied in the IC. Expert interpersonal, organizational, and problem-solving skills, in working with individuals at the highest levels of the IC and government in justifying, defending, negotiating, and resolving significant and controversial issues such as risk with wireless technologies in secure spaces, and deep changes in close access training, R&D, mission integration, and overall modernization.

Education

Bachelor's degree / graduate degrees in relevant technical areas.
