Education and length of practice are considered through a formal pay-setting process to determine the final compensable salary (Base Pay + Market Pay) There is an immediate need for one (1) Physician (Section Chief Same Day Care) within our Mental Health Service. This position is open to current, permanent Charles George VAMC employees.

Duties

Duties include but are not limited to the following: The Section Chief, Same Day Care (SDC), is directly responsible for the effective management, functioning, and coordination of patient care psychiatric services within the section of Same Day Care where Mental Health Service (MHS) staff are assigned. The incumbent works collaboratively with MHS leadership and other medical personnel to develop, evaluate and maintain effective mental health services and programming. The incumbent strives to ensure that all MHS policies, programs and services are congruent with the mission and vision of the Western North Carolina VA Health Care System, the Mid-Atlantic Network (VISN 6), and the requirements of external and internal review and accrediting bodies. The incumbent reports to the Chief of Mental Health Service. The incumbent ensures that all MHS policies and practices are consistent with the professional, technical, and ethical standards of the disciplines represented within the section. The incumbent provides direct supervision of mental health staff including psychiatrists, mid-level practitioners (i.e., Nurse Practitioners and Physician Assistants), therapy crisis intervention providers (i.e., Licensed Professional Mental Health Counselors and Licensed Clinical Social Workers) and others as indicated. Duties also include establishment of policies governing same day section guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system; observation of employee performance; resolution of informal complaints and grievances; development of work improvement plans and personnel actions as necessary; advice and counsel to workers related to work and administrative matters; disciplinary measures as appropriate to the authority delegated in this area; review and approval/disapproval of leave requests; assures that subordinates are trained and fully compliant with the provision of safety regulations; adjusts staffing levels or work procedures to accommodate resource allocation decisions made at higher echelons. The incumbent also provides services and technical counsel necessary to meet clinical, procedural, and administrative requirements related to the care and treatment of outpatient Veterans. The incumbent will manage the functions of the SDC for the Mental Health Service. This will include the collaboration with other Mental Health services to include treatment for Post-Traumatic Stress Disorder through the PCT, Military Sexual Trauma, substance use disorders, traumatic brain injury, treatment for Serious Mental Illness (SMI) through medication management, evidence-based therapies, couples therapy, neuropsychology evaluations, and Peer Specialist services, in addition to Mental Health Intensive Case Management Rural Area Network Growth Enhancement (MHICM RANGE), Compensated Work Therapy (CWT) including transitional and supportive employment programs, Psychosocial Rehabilitation and Recovery Center (PRRC), Substance Abuse Aftercare, Primary Care-Mental Health Integration Program, Suicide Prevention, and Mental Health Emergency Department Walk-In Clinic. Provides clinical oversight and management of the Same Day Care section daily business operation including consult management, access management (new patient vs existing patient vs urgent/crisis), transition of care across programs, and day-to-day resolution around clinic coverage. Develops and proposes systems for assessing and monitoring clinical outcomes for psychiatric care, as well as for improving clinical practices through outcome data. Consults with and serves as a resource for other professional staff concerning the need for the development of mental health services. Uses VHA data (SAIL, EPRP, Power Bi, etc.) to inform decisions for treatment programming. Provides leadership in hiring of new staff members for the program, which may include constructing job announcement(s), preparing functional statements or position descriptions, rating applications, interviewing, and selecting final job candidates. Requirements

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), heavy lifting (45 pounds or over), reaching above the shoulder, and repeated bending. Incumbent should be emotionally and mentally stable and capable to perform the duties of the position.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
