This position serves as the Chief Pharmacist, Pharmacy Department, Phoenix Indian Medical Center (PIMC), and provides managerial and administrative program direction of the Pharmacy program to support the mission of the Indian Health Service (IHS). The position is responsible for the total operation of the medical center's pharmacy service that services over 70,000 Native American and Alaska Natives.

Duties

Supervises professional and support staff within the pharmacy. Plans improvements in pharmacy services. Directs the delivery of pharmacy services to PIMC and satellite clinical sites where applicable, including advances in clinical practice, efficient and effective drug distribution, and education to improve patient quality of life, minimize therapeutic risk and enhance clinical outcome. Evaluates the overall performance of the pharmacy department. Serves as preceptor and/or adjunct faculty member for colleges of pharmacy in relation to students serving rotations at the facility and Oversees the Pharmacy Residency training program.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupation Requirements BASIC REQUIREMENT(S): Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Medical Requirements: Applicants must be able to distinguish basic colors. Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to: Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects; Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations; Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program; Planning, monitoring and evaluating medication programs or regimens; Establishing medication-handling procedures for the storage and preservation of medications; Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or Maintaining all medication records required by law. Basic Requirement for the GS-11 Grade Level: 3 years of progressively higher level graduate education leading to a Ph.D., Pharm.D. or equivalent doctoral degree. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS:GS-14: In addition to the requirements for the GS-13 (or equivalent) level, applicants must have a minimum of one year of professional pharmacy experience. Examples of professional pharmacy experience include: Develops implements and/or maintains plans to promote therapeutic appropriateness, responsiveness and safety. Develops, implements, and/or maintains plans to strengthen managed care and on-going quality improvement. Formulates final decisions in planning, organizing, directing, and evaluating the entire operation in order to maintain efficiency and economy. SELECTIVE PLACEMENT FACTOR: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. Must possess and provide a copy of a current certification as a Board Certified or Board Eligible in the Pharmacotherapy Specialist (BCPS) or Board Certified Ambulatory Care Pharmacist (BCACP) Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements by the closing date of the announcement.
