Duties

Serves in a multi-hatted capacity as the Executive Director Surface Deployment & Distribution Command (SDDC) Transportation Engineering Agency (TEA) , including responsibilities as the DOD's Special Assistant for Transportation Engineering (SATE); and the Director, U.S. Transportation Command (USTRANSCOM), Joint Distribution Process Analysis Center (JDPAC). Mission authority for both the TEA/SATE and JDPAC responsibilities falls under the Commander, USTRANSCOM. The JDPAC Director is responsible for effective integration of all elements of the JDPAC organization, to include SDDC TEA and Air Mobility Command (AMC) A9 and has tasking authority over all JDPAC missions and matrixed personnel. Leads JDPAC to support the Commander, USTRANSCOM in fulfilling Unified Command Plan responsibilities to provide JDDE-wide analysis and assessment, developing and implementing process improvement and advocating for global deployment and distribution capabilities. As Executive Director, SDDC TEA, directs National Defense Programs for Highways, Ports and Railroads and Defense Access Roads; executes the Engineering for Transportability and Deployability Program, Traffic Engineering Program and provides infrastructure analysis for transportation facilities. As Director, JDPAC provides analysis and engineering support to move and sustain the Joint Force. Provides end-to-end mobility capability analysis, global distribution network and nodal engineering assessments, operationally relevant transportation analysis and data science-driven courses of action and conducts major mobility studies, often under Congressional direction, to support DOD force structure and resource allocation decisions for the mobility enterprise. Oversees a workforce of over 120 military and civilian personnel with an O-6/Colonel and GS-15 Deputy Directors and five GS-15/14 or O-5/lieutenant Colonel Division Chiefs. Further integrates a contract workforce of 70 personnel to support complex analysis and engineering endeavors. Core competencies include operations research, civil engineering, mechanical engineering, computer engineering/science, data science, and transportation specialist. Prepares and manages an overall JDPAC/TEA budget (FY23) of approximately $70M and provides foundational workload and airlift/sealift forecasts to develop an $8B (FY23) TWCF budget and associated rates.

Executive Core Qualification (MANDATORY SUBMISSION): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12 pt, Arial or Times New Roman with 1-inch margins. ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. 2. Technical Qualification (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12 pt. Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ: I possess the demonstrated ability to lead a complex, matrixed organization by directing and guiding the myriad analytic and engineering activities of the specialized workforce and a thorough understanding of mobility/transportation operations, ideally across all modes of operations, to support the Joint Force under the conditions described in the National Defense Strategy. Executive leadership and technical credibility are critical attributes to the director's success.
