This position is located on the Cherokee National Forest, Fire and Natural Resources. The incumbent is delegated authority by the Regional Forester to serve as the Timber Sale Contracting Officer for all timber sales and integrated resource timber contracts on the Forest. Duties

Review proposed timber sale/integrated resource timber contracts and appraisals to ensure compliance with contractual provisions. Gather data and determine findings of fact while in the process of preparation of Contracting Officer decisions on timber sale appeals and claims. Provide guidance on the interpretation of contract provisions and conditions as the Contracting Officer and the Forest expert on timber sale/integrated resource timber contracts. Integrate resource timber contracts on the Forest as the Timber Sale Contracting Officer for all timber sales. Provide leadership in timber sale contract administration, disputes, contract modifications, interpretations, and claims. Apply agency land management and resource protection policies to consider resource impacts of logging in timber sale administration practices. Conduct field audits of timber sale and related resource contracts to ensure purchasers are fulfilling contract requirements Apply a variety of special harvest, treatment, and protective practices, contract provisions, and operational procedures with few or no precedents to protect resource values and meet sale objectives. Train and evaluate sale administrators to determine certification. Prepare cases with recommendations for action for leadership review consideration. Prepare reports and records to maintain controls over accomplishments, payments, etc. Document all field inspection and contractual findings for the sale record to demonstrate compliance measures have been met. Advise purchaser’s field representative of adequacy of operations and compliance with contract terms to ensure contract specifications are met. Advise resource specialists of timber sale activities relating to their specialty and seek advice on potential issues to ensure that resource monitoring is done in a timely manner. Provide training and work direction to harvest inspectors in support of timber sale contract obligations. Provides technical and administrative supervision to subordinate employees. Plans work to be accomplished, sets and adjusts short-term priorities and prepares schedules for completion of work. Evaluates work performance. Gives advice, counsel or instruction to employees on both work and administrative matters. Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-10: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as performing two or more of the following: Administered timber sale contracts. Reviewed timber contract and related presale data. Developed a schedule and plan for continuing field inspection and control of purchaser's operations. Coordinated sale administration duties and related activities with other units. Determined adequacy of utilization, slash disposal, and erosion control as part of a timber sales program. For the GS-11: You must have one year specialized experience equivalent to the GS-10 in the Federal service. Specialized experience is defined as performing two or more of the following: Administered timber sales with complex requirements and conditions. Identified resource concerns on the ground and coordinated applicable corrective measures. Provided oversight and coordination of timber sale preparation to ensure all aspects are completed. Provided oversight, guidance and recommendations concerning log accountability and volume determination issues. For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as performing three or more of the following: Provided advice, assistance and counsel as an authority on timber sales. Provided advice and direction on contract preparation and appraisal for a variety of timber sale situations. Provided guidance and direction on the interpretation of contract provisions and conditions. Responsible for bid procedures on timber sales. Provided direction and training for sale administration and sale prep team members. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
