The primary purpose of this position is to manage or provide all health service support and administrative support for the Clarksville Area Service (CAS) as a principal member of the CAS leadership team. Incumbent directly supervises all CAS administrative and support personnel and is the local liaison with TVHS support services.

Duties

Provides full staff assistance on administrative matters for the Service Chief. Directs and coordinates all administrative matters relative to services under the oversight of the Service Chief. Performs staff support work to develop comprehensive short-range and long-range medical center plans, goals, and objectives. Advises and assists management responsible for planning, organization, development, direction, and evaluation of administrative programs. Develops methodology to assess the function of assigned areas and assists management in problem identification of services and components. Conducts and reports on audits and inspection activities through "white papers" and reports. Prepares correspondence to local and national inquiries by collecting and analyzing information and preparing responses for final signature. Conducts qualitative and quantitative analysis and summarizes significant results and recommendations to improve services and to promote quality care. Demonstrate comprehensive and expert knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge with a high degree of resourcefulness, ingenuity, and inventiveness to solve unique management problems. Have a thorough understanding of the application of statistical analyses of various data to provide fellow CAS management with meaningful information and recommendations. Thorough understanding of a wide range of administrative and health care laws, policies, regulations, and precedents that apply to the administration of public programs. Establish and maintain effective relationships with and gain cooperation of supervisors, managers, and co-workers on complex or controversial issues. Utilize comprehensive knowledge of investigative techniques and organization skills to correlate and analyze regulations, narratives, and statistical materials to address complex management issues. Preparing reports, statistical data, etc. regarding Joint Commission and other accreditation organizations. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Your experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes expertise in wide variety of computer and data management packages and VA databases; experience supervising others by setting priorities, assigning work, and evaluating work of subordinates; forecasting financial needs and preparing budgets and resource allocations; prepare a variety of correspondence by collecting and analyzing information; process improvement activities to include but not limited to contingency planning, communications planning, change management, strategic planning, equipment and staffing acquisitions, logistics management, space utilization, business planning, process improvement, and Veterans experience. Broad knowledge of Federal Government policies and regulations. OR GS-11: Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position. OR GS-11: Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
