At the GS-13 grade, the PACT Social Work Supervisor performs above the full performance level, with the higher-level duties consisting of significant scope, complexity, and variety, performed by the incumbent at least 90% of the time. The PACT Social Work Supervisor provides leadership, direction, orientation, coaching, in service training, staff development, and continuing education programs for assigned clinical and administrative staff.

Duties

Major duties include but are not limited to: Full responsibility for all phases of social work service delivery for the above mentioned programs Coordinate staffing, work assignments, budget, treatment services and admission criteria to the programs Assists the CMSW Chief with the programs' resource and fiscal management, including monitoring control points, participation in the development of the budget, operating within the budget, and accounting for appropriated funds Develops local policies and procedures in accordance to VHA and Medical Center policy, Federal, State and Local regulations, and Joint Commission requirements. Evaluates the program and services and makes recommendations for new services based on outcome data, and develops new initiatives and refine current program policies and procedures to meet the needs of veterans enrolled in the program in an ever-changing environment. Coordinates educational and marketing services to veterans, staff and the community. Supervises Social Work Coordinators/ Senior Social Workers, (GS-12) and Social Workers (GS-9/11). Insures that program staff performs the following functions for program patients/consumers: screening/assessment, treatment planning/goal setting, referral to service providers, resource usage/development, advocacy, crisis intervention, education/health promotion and prevention, biopsychosocial evaluations and interventions, coordination of services and supportive counseling. Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Serves on the Social Work Service Leadership Team, taking an active role in implementing and supporting service-related priorities, initiatives and committee participation Performs other related duties as assigned Work Schedule: M-F 8:00a.m. - 4:30p.m. Telework: Available Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the applicant or others.
