The Substance Use Disorder Program Manager (PM) works in the Mental Health Services(MHS), within the Mental Health Residential Treatment Program (MHRRTP) and Outpatient Addiction Treatment Programs. The incumbent is responsible for overall operations and supervision of the Substance Use Disorder Program. This involves the direct supervision of all staff assigned to the section.

Duties

Recruitment Incentive May Be Authorized The SUD PM applies advanced clinical methods and evidenced-based intervention strategies to a full range of patient problems in his/her work setting. He/she has advanced knowledge of mental health diagnosis, intervention, and behavioral health that qualifies him/her to provide advice and consultation to SUD professionals representing a variety of disciplines. Duties will include: Planning and directing the Substance Use Disorder (SUD) Program coverage and assigning staff according to program needs and individual staff capability. SUD PM ensures Evidence Based Therapy and Measurement Based Care are fully implemented and utilized. Ensures that essential clinical functions are coordinated and provided. Supervising and evaluating the work of the employees assigned to the SUD Section. This includes completion of annual performance evaluations, recommendations for awards, approving leave usage, and taking disciplinary action when indicated. In concert with VA policies/procedures and the Uniform Mental Health Handbook, the SUD PM will work with other Mental Health staff to develop policy and procedures for the daily functioning within the clinic and the MHRRTP. Providing administrative input into the development and planning of the service as a whole, keeping the ACOS-MH appraised of changes/needs. Actively implements LEAN principles, supports quality improvement projects and promotes a culture of continuous quality improvement. Incumbent is also responsible for program development and monitoring performance metrics to ensure care provided is effective. Maintaining records, statistics, audits, quality assurance, and narrative reports as assigned. The incumbent is responsible for overseeing the accuracy of information provided by staff. Assuming committee and special assignments necessary for the operation of SUD. Providing clinical consultation and direction for the non-routine, non-typical case or problem situation. Maintaining positive working relationships with other units in the Service and throughout the Alaska VA Healthcare System (AVAHS). Holding regular administrative in-service meetings with assigned staff. The SUD PM LPMHC is expected to assist with clinical supervision of unlicensed PMHC staff. Developing and maintaining good working relationships with key community agencies and resource persons. The SUD CM's responsibilities involve meaningful contact with the AVAHS professional and support personnel from different disciplines on behalf of patients. Providing direct clinical services. Incumbent is engaged in evaluating the needs of patients and families and problem solving in regard to a broad range of physical, social, and economic needs. The SUD PM is available to consult with staff on the more complex situations related to substances abuse and dually diagnosed patients. Making recommendations for professional development of assigned staff. Participates in recruiting qualified Psychologists, and other professional staff as required. This may include but is not limited to: psychiatrists, psychologists, social workers, and nurse practitioners, or nursing staff. Participates in interviewing, selection, orientation of selected or assigned staff. Develops position descriptions or functional statements, performance standards and competency assessments for all assigned staff. Completes performance appraisals. Monitors productivity standards and data of assigned staff. Re-deploys or recommends use of staff based on patient need, productivity, and workload. Provides education and consultation to VA staff, Veterans and their families, and staff of non-VA organizations regarding practice standards, the range of service provided by S&BHS staff, and professional roles and responsibilities (example, reporting abuse and neglect). The SUD PM is accountable to ACOS-MH for administrative and professional supervision. The ACOS-MH periodically evaluates the PM in regard to all aspects of his/her performance, including the quality of involvement in EEO activities. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure: Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13, Licensed Professional Mental Health Counselor (Program Manager) Experience, Education and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs forthe GS-12 grade level, the candidate must demonstrate the KSAs below: Ability to make judgments and decisions associated with program management. Ability to monitor program outcomes using data driven quality assurance process. Ability to develop productivity standards appropriate to each service provided. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Preferred Experience: At least one year experience in a leadership role, and one year experience working in Substance Use Disorder. References: VA Handbook 5005/106 Part II Appendix G43. The full performance level of this vacancy is GS-13. Physical Requirements: light lifting (under 15 lbs), near and far vision correctable, both eyes required, emotional/mental stability, dry atmospheric conditions, working closely with others, working alone, ability to use computer and mouse.
