The incumbent will serve as the Clinic Manager at the Community Based Outreach Clinic (CBOC) in Charleston, WV for the Hershel "Woody" Williams VAMC. The Clinic Manager oversees all operations within the CBOC. They supervise all nursing staff on site and manage all aspects of employee and patient flow. They are responsible for compliance with standards of various accrediting regulatory and agency authorities (e.g. Joint Commission, CAP, OSHA) and ensure quality care is provided.

Duties

The Charleston Clinic manager has the following administrative roles: Ensures the integration of all services provided at the CBOC with those of the parent Medical Center and VISN Works with clinical and administrative leadership to ensure the implementation of safe, effective, and efficient care Coordinates program activities to promote efficient operation and to ensure accomplishment of the clinic mission. Accomplishes performance measures as applicable to the mission Develops and/or maintains a review system of these activities to ensure compliance with standards of various accrediting regulatory and agency authorities (e.g. JC, CAP, OSHA) and to measure the quality of care provided. Participates in establishing and implementing goals to assure programs, staffing, funding and facilities are provided to meet the purpose of the mission Collects and analyzes operating data, develops reports; analyzes utilization, call patterns, scheduling, and physician practice patterns. Facilitates the delivery of quality health care; ensures a safe environment for employees and patients Provides oversight of performance improvement activities and leadership in improving patient care by increasing employee morale and growth Educates staff on clinical performance measures and monitors compliance. Takes action to address deficiencies as identified. Recruits and retains staff for assigned areas Leads employees and other disciplines in meeting Joint Commission performance standards Guides staff in understanding and meeting clinic performance measures, i.e. PACT measures, secure messaging, 2-day post discharge contact, ambulatory care sensitive conditions, test result notification, patient satisfaction, EPRP and other clinical measures that support optimal patient health and well-being Participates in the development of the budget plan by presenting needs, estimates and justifications for outpatient activities Executes, monitors and adjusts the budget to accommodate approved changes in programs, priorities, or needs Interacts with management and program officials to resolve resource problems and conflicts Fosters an environment, which enhances employee's morale, sense of pride in working for the VA, and appreciation for worth to the organization in order to increase productivity and retention Establishes and maintains effective liaisons with service organizations, Regional Office, Medical District Directors, VACO, school affiliations, and various other support personnel to exchange information necessary to carry out the required activities. Serves as a representative to pertinent health related organizations, government and community groups in a manner, which promotes a positive image. Conducts projects and studies that will impact the overall functions in areas such as policy development and implementation, work methods, positions management, processes, records control, services, automation, streamlining, program service goals and objectives, personnel management, etc. Keeps the Ambulatory Chief of Staff and appropriate management officials at the primary site apprised of administrative activities and situations, which may impact management decisions. Analyzes and disseminates directive material from higher authorities to responsible personnel as appropriate. Attends meetings of designed committees to present CBOC point of view and provide input and recommendations.. Meets with service-line supervisory staff from the Medical Center on a regular basis and keeps those individuals apprised of activities and concerns within the clinic. Share published or communicated information, such as through professional readings and refereed nursing journals, and attending workshops and seminars. Assesses educational needs to implement program or service-level practice changes. Develops and implements an educational plan to meet the needs for self and other staff in a program or service. Validates competencies and assesses the need for interventions. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Primary Care Experience preferred Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Mechanical inpatient lifts are provided. Transferring patients and objects may be required. The supervisor may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The supervisor may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The supervisor must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements as a condition of employment. The supervisor who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
