This position is located in Arlington, TX, Region IV, Division of Resource Management Administration, Technology and Information Resources Branch.The supervisor is Joseph Lopez.This position is Non Bargaining Unit.This position IS subject to Confidential Financial Disclosure reporting requirements.This position IS not subject to security ownership restriction reporting requirements.

Duties

The successful candidate will perform the full range of Branch Chief duties.Such duties include but are not limited to:1. Supervises a Branch of administrative specialists and clerical employees who provide information technology, telecommunication, and information management services to the Region and resident sites.2. Plans work to accomplished by employees, sets and adjusts short-term priorities, and prepares schedules for completion of work.3. Performs a range of technical input and oversight tasks, where work is contracted out.4. Determines regional resource requirements for IT infrastructure resources and services.5. Ensures that the records management practices and procedures are adhered to in the Region.6. Oversees the delivery of state-of-the-art data, voice, and video communications for the Region and resident sites.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following:1. Demonstrated ability to direct, lead, and manage a diverse staff in critical programs with competing deadlines and conflicting resource demand. Ability to provide leadership and effectively utilize human resources. Ability to forecast the need for regional information technology tools and applications that will improve operational efficiency.2. Ability to provide and lead the consultation, analysis, planning, development and integration of office productivity applications and operation of an Information Technology (IT) infrastructure system involving desktop, server, and Local/Wide Area Network (LAN/WAN) operating and application environments, Cloud and remote based environment involving problem solving and access solutions, bandwidth/load analysis, and network architecture. Ability to implement federal IT security guidelines and standards. 3. Ability to communicate information, ideas, and advice in a clear, concise and logical manner, both orally and in writing. Demonstrated ability to interact effectively with all levels of people within and outside the NRC, including senior managers, users, peers. Demonstrate the ability to develop and present written and oral presentations and reports.4. Ability to lead change in keeping major projects on schedule and within budget, adjust resources and schedules to meet changing requirements, and apply policies, procedures, regulations, or directives in managing projects.  Integrate agency and government‐wide initiatives into regional business processes.5. Knowledge of the laws, regulations, standards, and policies governing Federal information and records management activities SPECIALIZED EXPERIENCE is defined as: experience  that demonstrates detailed knowledge of IT concepts, principles, methods, and practices to plan and carry out assignments to provide advice and guidance on a wide range an variety of IT issues.
