This position is in the Engineering Service, Electric Shop. The primary purpose of the position is to assume responsibility for electronic systems and devices assigned to Engineering Service that critically impact patient, staff, and visitor safety, and are highly visible items to medical center staff and patients, and crucial to medical center goals.

Duties

Major duties and responsibilities include: The incumbent will be required to attend technical training where it is necessary for the safe and efficient operation of the medical center to stay current on technology. Ability and initiative to learn new concepts for purposes of keeping up with the latest advances in technology in areas associated with system theory and application. Work requires applying a considerable number of different basic but established methods, procedures, and techniques. The incumbent is responsible for the quality of work, prioritization, and initiates self generated assignments as necessary for full optimal operation of the systems and equipment under his/her control. The Electronics Technician is responsible for applying sound judgment in decisions which contribute toward greater operating life and efficient operation of the equipment and systems in their care. Critically reviews design/specification, contractor documentation, and performance prior to acceptance by the government, and resolves design/quality problems with contract or VA personnel. Incumbent follows general principles and methods, as well as manufacturer's recommendations via instructions/manuals, and VA guidance where applicable for all equipment and systems. Will sometimes be called upon to develop alternate plans taking into account cost, equipment, medical center mission, conduct risk analysis, etc. to ensure the overall integrity and performance of these essential electronic systems. In-depth knowledge of a wide range of specific computer, software, server, and electronic/circuit, principles and practices. Upon development and implementation of unique systems, incumbent prepares instructional materials used to present orientation, operation, and maintenance practices for medical center maintenance and operations staff. Ability to perform technical research, technical language, ability to decipher technical documents such as repair manuals, building blueprints, basic analog and digital electronic/signal theory/experience/training, electronic circuit troubleshooting experience. Exercises judgment, initiative, and originality in adapting practical methods and techniques to solve design and operational problems because established criteria and technical precedents are not always available. Using contacts, resolves design and quality problems associated with project actions and existing electronic systems by integrating and coordinating the work of others. The incumbent inspects and evaluates new systems in order to assure that all government safety regulations, manufacturers' specifications and contract requirements are met. Items of particular attention include operation, effectiveness, maintainability, serviceability, and utilities, space, and environmental requirements of equipment. The incumbent conducts training for the medical, administrative, and support staff in the safe use and proper operation of electronic systems. Incumbent writes instructional materials and distributes this to the staff where applicable. Performs final evaluation of new equipment and advises manufacturers or users of redesign to solve unique operational deficiencies. The incumbent takes initiative in solving problems that arise. Work consists of many different and related/unelated processes and methods used to resolve a broad range of electronic system/equipment problems. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Fire alarm system, mass notification systems, Administration of the Building Automation System, Security systems, Camera surveillance system, public announcement system, cable TV system, temperature and humidity monitoring systems, automation alarm systems, emergency communication system (Police, Emergency Management, Engineering, and Environmental Management radios), Wireless patient tracking system, conference room equipment, telephone network wiring, Non-IT -campus internet systems, non IT printers, fax machine, UPS (uninterruptible power supplies), Non-IT and Non-Biomedical equipment used in support of patient care, and other control and electronic systems as assigned. Physical Requirements: The work routinely varies from sitting at the bench to prolonged standing, kneeling or crouching when working on complex systems. Works under extremely stressful conditions caused by the nature of the mission, which usually involves life and well being of patients and the necessity to meet deadlines, which are out of his/her control. The physical surroundings include work with electricity and high voltage and thus safe work practices are required. Repairing electrical and electronic faults and mechanical problems may require extensive soldering or brazing. There is also exposure to battery acid, lead components, battery fumes, solvents, adhesives, toxic materials, etc. Technical support of medical devices will also include devices, which have been exposed to or used on patients with contagious disease, e.g. Hepatitis, HIV, and extreme care must be utilized to insure decontamination and proper protective measures are followed. The incumbent may also be exposed to various forms of radiation and it is therefore required that necessary precautions are taken.
