This position is located in the Pension Benefit Guaranty Corporation's (PBGC) Procurement Department (PD), Acquisition Division (AD). More than one selection may be made from this vacancy announcement.

Qualifications

All qualification and eligibility requirements must be met by the announcement closing date. Must provide proof of FAC-C professional certification at the time of application. GS-11: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector performing all aspects of contracting transactions from initiation to recommendation of award for services and supplies. Examples include: applying contract principles and procedures; determining appropriate methods of procurement; developing procurement plans; preparing and issuing solicitation documents; performing detailed analysis of proposals received; and determining specific contract language and clauses. OR 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree; OR Combination of education and experience: combinations of successfully completed education and experience may be used to meet the total qualification requirements. GS-12: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-11 grade level in the Federal service or equivalent to the GS-11 grade level in the private sector applying contract methods and types to plan and carry out both pre-award and post-award procurement actions. Examples include: applying procurement regulations to prepare solicitations containing provisions, clauses, terms and conditions that communicate requirements to industry; evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; coordinating contract actions with appropriate stakeholders to ensure contract information and documentation is accurate, complete and timely; and ensuring acquisitions are compatible with overall mission, objectives, and projected program requirements and are consistent with mission requirements.

Education

Basic Requirements for GS-05 Through GS-12 Grade Levels:

A 4-year course of study leading to a bachelor's degree with a major in any field; 

OR

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
