GS-11:
Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector performing all aspects of contracting transactions from initiation to recommendation of award for services and supplies. Examples include: applying contract principles and procedures; determining appropriate methods of procurement; developing procurement plans; preparing and issuing solicitation documents; performing detailed analysis of proposals received; and determining specific contract language and clauses.
OR
3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree;
OR
Combination of education and experience: combinations of successfully completed education and experience may be used to meet the total qualification requirements. GS-12:
Specialized Experience: Applicants must have at least one year of specialized experience at the GS-11 grade level in the Federal service or equivalent to the GS-11 grade level in the private sector applying contract methods and types to plan and carry out both pre-award and post-award procurement actions. Examples include: applying procurement regulations to prepare solicitations containing provisions, clauses, terms and conditions that communicate requirements to industry; evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; coordinating contract actions with appropriate stakeholders to ensure contract information and documentation is accurate, complete and timely; and ensuring acquisitions are compatible with overall mission, objectives, and projected program requirements and are consistent with mission requirements.
Education
Basic Requirements for GS-05 Through GS-12 Grade Levels:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
