The primary purpose of this position is to provide customer support on all pay and travel matters to military and civilian personnel, both active duty and retired.
Duties
Plans, organizes, and directs the activities of the Civilian Pay section, ensuring that civilian pay complies with legal and regulatory requirements and meets customer needs.
Receives, examines, processes, and follows-up on a wide variety of pay entitlement documents/actions in one or more specially area.
Audits work on various pay actions (e.g., settling back pay claims, resolving recent pay problems, etc.) ensuring the pay files are correctly updated and in balance.
Provides miscellaneous technical tasks in support of pay and travel functions.
Provides customer service in person or by telephone, and completes correspondence. Prepares reports and collects statistics for monthly submission to higher headquarters.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Internal Candidates (current federal employees) I have at least 1 year of specialized experience, at the GS-07 grade level or equivalent under other pay systems in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes accounting system applications; computer file systems and content to resolve problems of processed transactions (e.g., knowledge of computer master file systems, document processing, and the effects of transactions on existing records to modify automated processes in existing accounts while protecting historical data).
SPECIALIZED EXPERIENCE: External Candidates (non-federal employees) I have at least 1 year of specialized experience, at the GS-08 grade level or equivalent under other pay systems in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS- CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a body of standardized military pay rules, regulations, laws, allowances, and procedures.
2. Knowledge of the data system(s) used to support military pay, civilian pay, and travel pay actions. Knowledge of federal debt collection rules and regulations.
3. Skill in performing arithmetic computations to compute military pay, civilian pay and travel entitlements.
4. Ability to interpret/apply regulations and procedures related to military pay, civilian pay and travel pay. Ability to communicate orally and in writing.
5. Ability to use a calculator. Ability to use a keyboard, a qualified typist is not required
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. (added 28 Mar 2014)
