This position serves as the Education Program Specialist of the Employee Experience and Workforce Development of the Orlando VA Healthcare System (OVAHS). The primary goals of the position are to provide an effective and professional orientation experience to new hires, to enhance the competency of OVAHCS staff, and to improve employee engagement toward enhancing the facility's overall effectiveness in meeting the health care needs of Veterans.

Duties

Duties consist of the following, but are not limited to: Formulates new or revised policy covering educational programs, activities, or functions for which the agency has responsibility. Designs, manages, and facilitates the OVAHCS New Employee Orientation (NEO) curriculum, a mandatory HCS orientation for all new employees. This includes Tier I, the facility-level orientation, and the common aspects of Tier II, the service-specific orientation. Teaches topics during Tier I NEO and develops PowerPoint slide presentations, handouts, accelerated learning activities, and other materials used for the teaching component of NEO. Manages an online repository of all materials used during NEO. Adjusts curriculum to incorporate new NEO-related information and topics required by national, VISN, and/or local directives and policies. Provides guidance and assistance to NEO presenters and management on national VA requirements for NEO program content, including technical assistance in order to comply with OPM, VA, VISN, or local directives, policies, new mandates, etc. Works with NEO presenters from a variety of other services within the health care system; reviews their proposed training presentation materials for quality and suitability for inclusion in NEO. Analyzes NEO participants' course evaluations and provides feedback, including recommendations and personal presenter's coaching for how presentations can be improved. Handles all logistics for NEO and other assigned training and/or employee engagement activities which may include meeting requests for virtual and/or face-to-face settings, collection of training materials and supplies, and room reservations and room setup if applicable. Analyzes problems and issues. Makes and communicates last-minute and planned changes to the schedule to all parties affected by changes. Monitors NEO and other assigned training programs and/or employee engagement activities for continuous improvement opportunities. Coordinates the administration of the annual All Employee Survey (AES). Analyzes the data and helps leadership develop, implement, and evaluate action plans. Participates actively in the Workforce Development Committee and leads project teams in designing, implementing, assessing, and improving initiatives intended to improve employee engagement. In collaboration with subject matter experts, facilitates VA/VHA/VISN and/or local mandatory training timely for OVAHCS to be compliant with directives and policies. Develops projects/curricula/training as needed. Analyzes the need for personnel, space, supplies, and materials; prepares budget requests. Establishes acceptable criteria to judge project/program effectiveness and develops evaluation criteria. Assists others by providing guidance in evaluating and establishing criteria for specific programs/projects assigned by the Designated Learning Officer. Reviews project and educational products based on needs assessments, policies, standards, and style guidelines with other departments or users. Determines learning objectives, organizes course content, and develops instructional design plans for training courses. Applies skill knowledge in solving education and training problems. Conducts formal classroom/virtual trainings. Follows approved training objectives, determines materials needed for training, and uses instructional techniques to meet the needs of the learners. Develops, administers, manages, and evaluates projects/ program offerings and solicits resources or other forms of support, such as collaboration/cooperation from executive leadership and presenters, to ensure project/ program success. Develops innovative and effective methods for improvement in projects/ education training programs. Responsible for the HCS's compliance with any associated performance measures, workforce succession planning initiatives, and/or national, VISN, or local initiatives related to orientation, assigned training programs and/or employee engagement activities. Functions as a healthcare system Talent Management System (TMS) manager/ superuser. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. or Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. or At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to the IOR requirement above you must also meet the requirement below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with staff at all levels to coordinate activities; Experience in developing and delivering briefings for supervisory staff, to prepare written program status reports, and correspondence to gain support for a project or particular course of action; Experience in the evaluation of training programs and organizational outcomes; Experience developing instructional or educational products, services, and activities; Experience developing or creating instructional design and strategies in any education field; Experience developing plans or programs for improving and strengthening learning and educational programs for an organization; Experience with principles, practices, and techniques of adult continuing education, instructional design, and employee engagement, and experience making presentations to small groups on routine topics. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's degree. Physical Requirements: Incumbent frequently deals with decisions on policy and program matters, meeting program and report deadlines, and situation involving differences of opinion and negotiation, this position has the potential to create a significant degree of stress. Physical demands include walking, sitting for extended periods of time at a computer terminal, and standing at length while making presentations and teaching. Position requires frequent multi-tasking and management of concurrent projects/programs.
