Duties

The primary purpose of this position is: To serve as a first level supervisor and ATC Specialist for Assault Zone Operations, providing planning, directing, organizing, and exercising control over nonsupervisory employees. This will include all Drop Zone (DZC) and Landing Zone (LZSO/LZC) Operations as required. Serves as the primary action officer on matters pertaining to non-terminal airspace requirements, justification, acquisition, development, utilization, and includes technical interpretation of applicable Federal Aviation Administration (FAA) air traffic control (ATC) procedures and services affecting training airspace within the National Airspace System (NAS). The incumbent will also perform Air Traffic Control duties directing movement of aircraft. DUTIES: Plans, organizes, and directs the activities of Assault Zone Operations, ensuring that airfield operations and support complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the 19 AW and all other commands on Airspace matters. Directly supports the Commander, 19 Airlift Wing (AW), and 19 Operations Group (OG), Command Staff, Subordinate and tenant flying units on matters pertaining to the requirements, justification, acquisition and placement of airspace. Directs Aircraft Movement and serves as Assistant Director of Operations or Flight Commander.

  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must be able to obtain and maintain a Secret Clearance.
  • Must maintain an FAA CLASS II flight physical and a valid FAA/ATC Certification.
  • This is a Testing Designated Position. The employee is subject to random drug testing.
  • This position is designated as a Key Staff Position (Code A). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the duties until relieved by proper authority.
  • Must have satisfactorily completed a Department of Defense Air Space management course.
  • Must possess fundamental land navigation/map and compass skills sufficient to read and locate a specific ground point using latitude and longitude and universal Transverse Mercator (UM) coordinates.
  • Work will require TDY travel away from the normal duty station on military or commercial aircraft and vehicles.
  • Employee may be required to work extended or other than normal duty hours to include evenings, weekends, overtime and nights.
  • Previous Air Traffic Control experience required. Must possess knowledge and experience in development of AWADS, SKE, SR training routes and airspace including DZ/LZ procedures for C-130 operations.
  • This position is covered as an Air Traffic Controller under 5 USC 2109. Subject to special retirement provisions for Air Traffic Controllers under FERS (5 USC 3382, involuntary separation for retirement; 5 USC 8335 (a) and 8425(a)
  • Must complete the DZC and LZSO courses as outlined in AFI 13-217, Drop Zone and Landing Zone Operations.
  • Must obtain and maintain a valid AF Form 483, Certificate of Competency for Explosive Transport Qualification.
  • Must possess a current and valid state driver's license and be able to obtain and maintain a valid government driver's license for the operation of specialty vehicles, to include five and six passenger trucks.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Control Series, 2152. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement; ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; skill to coordinate plans and actions with pilots and other controllers; and judgment to select and take the safest and most effective course of action from among several available choices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive technical knowledge and understanding of air space management and air traffic control laws, rules, regulations and procedures governing the movement of air traffic. Knowledge of terminal air traffic control procedures, functional/operational limitations of ATC equipment and weather phenomena and localized affects. Knowledge of evaluating, planning, analytical processes and techniques of airspace management and ATC rules, laws, uses, negotiations. 2. Ability to create, design, develop, analyze, test and evaluate new or current ATC procedures methods, systems or concepts and how ATC procedures affect C-130 operations or airspace procedures. 3. Ability to communicate effectively, both orally and in writing, evaluate and develop well-reasoned solutions to complex problems, plan, organize work and meet deadlines. 4. Knowledge of the laws, rules, regulations and procedures governing the movement of air traffic; the operational limitations of all Landing/Drop Zone equipment, airfield lighting, weather constraints, communications, instructional techniques and development of tactical field training requirements. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Knowledge and skill in operating Radio Frequency (RF), Ultraviolet light (OV), and Infrared radiation (IR), equipment; and a thorough understanding of the effects of these systems on aircraft and their on-board systems. 7. Knowledge of safety and security regulations, practices, and procedures. MAXIMUM ENTRY AGE: The maximum age for original entry into an identified ATC position is 36 years. An individual shall NOT be appointed or assigned to an ATC position if that appointment cannot be completed prior to the last day of the month in which the individual reaches his/her 36th birthday. Applicants over the age limit must meet re-entry or age waiver requirements in accordance with DoDI 1400.25-V331 dated 26 Jan 15, Department of Defense Civilian Personnel Manual, Subchapter 331, Civilian Air Traffic Controllers. Any individual who has reached the mandatory separation age (56) is NOT eligible for employment/reemployment as an ATC (5 U.S.C. 3323(a) (reference (b)). NOTE: ATCs have a mandatory separation age of 56. This position is covered as an Air Traffic Controller under 5 USC 2109. This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(3) and 8415(d), Computation of annuity, and 8412(e). RE-ENTRY REQUIREMENTS: ATC Specialist in receipt of a refund, of retirement contributions for the years of service covered under special retirement, will not receive service credit towards the 20 years required to retire under special retirement coverage, unless the redeposit is paid in full prior to date of retirement. REQUIREMENTS: Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Medical Requirements: In general, air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others. The provision of sufficient information about physical capacity for employment requires that before appointment, applicants undergo appropriate pre-employment physical/medical evaluations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
