You will serve as a Cultural Resources Section Head (SUPERVISORY INTERDISCIPLINARY) in the Environmental Division of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.
Duties
You will serve as the focal point and program lead for all cultural resources requirements for the NAVFAC Mid-Atlantic Environmental Division and Commander, Navy Region Mid-Atlantic (CNRMA) Environmental Program (N45).
You will provide expert consultation services on the cultural resources program and work collaboratively across commands to support shore installation management projects and initiatives.
You will consult on proposed undertakings and provide support for ENVR planning efforts pursuant to the Nat. Historic Preservation Act (NHPA) and Nat. ENVR Policy Act (NEPA) for facilities construction actions and other installation requirements.
You and your team will ensure that requirements of applicable cultural resource laws, regulations, and policies are upheld in the Mid-Atlantic.
You will plan, program, budget and execute installation cultural resource requirements, to include funding, staffing, and acquisition planning for NAVFAC Mid-Atlantic and supported commands.
You will provide direct administrative and technical supervision to cultural resources professionals, assisting subordinates with problems and providing interpretation of regulatory material and actions to be taken.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing cultural resource program management and oversight to include program development, project execution, delivery of products and services, technical support, and training coordination for supported commands/customers; 2)Implementing and enforcing applicable federal, state, and local laws/regulations and agency policy and guidance related to cultural resource program support of military missions and installation management; 3) Providing cultural resource expertise on issues related to compliance with the National Historic Preservation Act,Antiquities Act, Archeological Resources Protection Act, Native American Graves Protection and Repatriation Act, American Indian Religious Freedom Act, National Environmental Policy Act, and other applicable cultural resource and environmental regulatory obligations; 4) Planning, programming, budgeting, and executing cultural resource requirements; 5) Communicating complex and sometimes controversial ideas, and have the ability to relay technical information to the public and regulatory agencies in a logical and easy to understand format; 6) Leading teams and working collaboratively across organizations and unit; and 7) Meeting the Secretary of the Interior's Professional Qualification Standards in one or more of the fields of history, archeology, architectural history, architecture, or historic architecture. Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
GS-0170, Professional Historian Series
Successfully completed a degree in history or related field that included at least 18 semester hours in history.
OR
Have a combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.
GS-0193, Professional Archeology Series
Successfully completed a bachelor's degree or higher from an accredited college or university that included 3 semester hours each in the following course areas: history of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying AND Archeological field school.
OR
Have a bachelor's degree or higher from an accredited college or university with related curriculum: degree in anthropology (with emphasis on ethnology,physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements,provided the curriculum supplied academic course work sufficiently similar to the requirements in A above (including archeological field school).
OR
Have a combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.
OR
Have four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology.The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief,directing the work of others at a single location as a part of a larger archeological project.
