This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit/appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Chief, Dam & Levee Safety Section, responsible for planning/conducting dam and levee safety instrumentation, monitoring, evaluations, engineering investigations/studies relative to foundation design, structural design, evaluation of geologic, ground water and seepage conditions.
Duties
Plans work to be accomplished by the Section.
Assigns duties and responsibilities for execution of the work to subordinate employees based upon priorities, technical complexity, volume, and capabilities of the employee.
Develops USACE design criteria by technical review of draft EM'S and membership on ad hoc committees on criteria reviews.
Represents the District where expertise in dam and levee safety is required, such as to other agencies, Governmental bodies, courts, and professional seminars and courses.
Completes field investigations to personally observe and resolve significant and difficult problems of exploration, design, and rehabilitation.
Assures that safety is an integral part of all designs and of daily section operations in both office and field.
Participates in dam and levee safety inspections, design, analysis, review, and quality assurance oversight in support of MVS’s hydropower mission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
- Candidates must have in their possession a current registration/licensure as a Professional Engineer (PE) or Registered Geologist by any State, the District of Columbia, Guam, or Puerto Rico. (upload a copy of your license with your application.)

Basic Requirement for the 0810 Civil Engineering Series

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications GS-13:
One year of specialized experience which includes includes planning and/or conducting dam and levee safety instrumentation, monitoring, and/or evaluations; performing engineering investigations and/or studies relative to foundation design, structural design, or evaluation of geologic, ground water or seepage conditions of civil works projects (such as locks, concrete dams, floodwalls, retaining walls, earthen dams, levees, or conduits); and supervision, leadership, or working with and/or directing teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
