This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Staff Supervision - The social worker will provide direct supervision to employees assigned to the HBPC Team which may include dietitians, nurses, occupational therapists, pharmacists, physical therapists, physicians, psychologists, and social workers. The incumbent is licensed at the advanced-practice level and will provide clinical supervision for unlicensed social workers. Responsibilities include, but are not limited to the following: development of performance standards, development of functional statements, selection of candidates for employment, evaluation of work performance, counseling of employees whose performance is marginal or unsatisfactory, initiation of disciplinary action when necessary, identification of employees deserving of awards or advancement, identification of education or training needs, and provision of full administrative and professional responsibility for planning and directing staff activities. The social worker will be responsible for management of all team staff meetings. Program Coordination - The social worker will, in collaboration with the HBPC Program Director and HBPC Medical Director, participate in the development, evaluation, and communication of standards, policies, and procedures for the HBPC program. The social worker will educate medical center colleagues and/or students regarding the HBPC program and assist with dissemination of appropriate information to community agencies and other VA sites as needed. The social worker will evaluate HBPC Team practices using relevant statutes and regulations and take action to improve identified deficiencies. The social worker will notify the HBPC Program Director and/or the HBPC Medical Director regarding potential performance improvement opportunities and participate in performance improvement activities. The social worker will participate in research and research utilization. Oversight- The social worker will ensure HBPC Team staff adhere to all local and national mandates, directives, and regulatory guidelines related to the provision of HBPC services in the home. The social worker will participate in Joint Commission accreditation efforts in their role as HBPC Team Manager. The social worker will participate in the peer review process, analyze feedback, and act upon provided. Data Management - The social worker will make use of available data sets to increase performance of individual HBPC team staff member, the HBPC team, and the HBPC program. The social worker will utilize reports to determine demand and staffing needs, distribution, and balance of workload among employees, required resources for completion of clinical workload, distribution of resources to optimize patient care and ensure efficiency, and project future needs. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education - Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Supervisory Social Worker, GS-12: (1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: 1. Must have valid driver's license, proof of insurance, and able/willing to drive 2. One year of successful clinical experience preferred (e.g. Home health/HBPC, Med/Surg, ER/ICU/Urgent Care, adult primary care) 3. Experience working in an intensive interdisciplinary team preferred 4. BLS certified 5. Managerial/supervisory experience preferred References: VA Handbook 5005/50 Part II Appendix G39 The full performance level of this vacancy is GS-12. You may need to be boarded at that grade if not already a GS-12 Social Worker. Physical Requirements: Light carrying (under 15 pounds); Use of fingers; Walking & Standing (1-2 hours); Operation of a motor vehicle; Both eyes required; depth perception; Ability to distinguish basic colors & shades of colors; Emotional and Mental stability; Hearing (aid permitted); work with psychiatric patients with behavioral problems; work with patients with drug and alcohol problems. Environmental factors include dust, fumes, exposure to pet dander & overhead light; working alone & with others, overhead light, scents from various homes and individuals; exposure to shared office space that requires ability to focus with some distraction.
