The primary purpose of this position is to serve as the Air Terminal Manager (ATM) participating fully in all aspects of Aerial Port managerial and operations activities. ATM assumes full duties and responsibilities of the military Aerial Port Operations Officer/Flight Commander in his/her absence.
Duties
Plans, organizes, and oversees all Aerial Port activities.
Manages/administers unit civilian manpower and personnel programs in close coordination with 15AW (PACAF) Civilian Personnel Office, 515th Air Mobility Operations Wing (AMC), Headquarters Air Mobility Command, and Air Force Personnel Center (AFPC) manpower and personnel functional managers.
Performs supervisory personnel management responsibilities.
Administers/oversees the Quality Assurance Evaluation program of international commercial carrier contracts to ensure quality service and compliance.
Represents the Squadron's Aerial Port function with a variety of installation and functional area organizations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Flightline driver’s license and Secret security clearance required.
- This is a key position. If incumbent is a member of the reserve unit, he/she must be removed from their unit military recall roster. They must not be coded mobilization/deployment eligible.

- This is a Centrally Managed Position in the Administrative and Management Positions Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Comprehensive knowledge of a wide range of military, federal and agency Aerial Port operations and airlift planning principles, practices, procedures, and regulations applicable to the full range of Aerial Port operations responsibilities on a military installation and the relationship of these activities to the airlift transportation system. Knowledge of advanced management and organizational principles regarding AMC activities to perform management-level oversight and direction of Aerial Port operations of an Air Mobility Squadron (AMS), Detachment, Operating Location, and Small Terminal Assistance Program off-sites. A comprehensive knowledge of planning, programming, budgeting, and manpower are required to develop resource guidance and to evaluate program effectiveness. Knowledge, experience, and skill in applying advanced analytical and evaluative methods and techniques to AMC, Air Force Expeditionary Center and 515 AMOW transportation programs, Aerial Port infrastructure, Aerial Port equipment and manpower program maintenance, QAE reviews, and studies concerning the effectiveness and efficiency of Aerial Port and air carrier operations. Knowledge of performance characteristics, capabilities, and limitations of various types of aircraft, federal flying regulations, aircraft with hazardous cargo/ammunitions, communications procedures, and other air and ground operations procedures to enable the incumbent to make appropriate decisions to manage the Aerial Port. Knowledge of SORTS and the ability to understand and comply with all MOAs, MOUs, and agreements as they pertain to daily operations. Knowledge of military and civil aircraft landing/take off capabilities and limitations is essential for rapid, safe, and viable decision making when emergency and/or unusual condition exist. Knowledge of the procedures related to flight handling, routing, and airspace structures; weather and its effect on flying operations; airfield conditions; domestic and foreign heads of state security and how they affect safe operations. Knowledge of safety practices and procedures to ensure all flight line operations are performed in a safe manner. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, Air Force, Air Mobility Command, Federal Aviation Administration rules and other applicable laws, regulations, instructions, and directives as the pertain to Aerial Port operations and an extensive technical knowledge of a military air terminal, which has an advance design-installed industrial materials handling equipment, complex computer operations, and rapidly changing procedures/concepts of air terminal operations.
Knowledge of contract Functional Area Chief and quality assurance evaluation procedures, regulations, and policies.
Knowledge of air carrier/aircraft functions and in-flight services.
Knowledge of Military and US civilian personnel administration and ability to plan, organize, and direct the functions and mentor, motivate, and appraise organization personnel through subordinate supervisors and a knowledge of Air Force personnel programs and manpower analysis processes, procedures, methods, regulations and policies.
Knowledge of safety and security regulations, practices, and procedures.
Ability to use common Automated Data Processing software such as electronic mail, word processor, spreadsheet, database programs, etc., and specialized systems such as GATES, IGC, GDSS, etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
