The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Evaluate and develop first-line supervisors; serve as a substantive supervisory resource, teaching and guiding branch chiefs; provide substantive feedback to include career development counseling and skills development; provide guidance to lower-level Identity Intelligence Analysts on all-source analytic tradecraft,intelligence production, and methodological issues pertaining to terrorist identities intelligence and analysis.
Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.
Perform personnel management responsibilities with a focus on building a high-performing workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Manage, lead and develop standard operating procedures and operational guidance to obtain DNI and directorate goals and objectives.
Manage, lead and develop dynamic and long-term planning efforts in the current and anticipated planning structure.
Identify and oversee innovative approaches to business processes to increase efficiencies ,reduce backlogs, and ensure quality of information, including the development of mission requirements for technological development in coordination with multiple CT agencies.
Qualifications
Expert knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence research and analysis.
Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts.
Superior ability to provide strategic and tactical planning that pertain to IC policies, regulations, and the development and execution of the best business practice methodologies, to include analytic tradecraft.
Expert ability to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, propose innovative solutions, and implement change.
Expert knowledge of the IC, NCTC, law enforcement, and its entities, their missions and interrelationships, to include relevant discipline areas.
Superior ability to communicate clearly, both orally and in writing.
Superior interpersonal skills and the ability to build consensus, work effectively and independently, and influence key stakeholders to build a broad coalition promoting an interagency and national approach to terrorism and counterterrorism.
Desired Requirements:
Expert knowledge of terrorist identities, analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and identity targeting processes.
Expert knowledge of traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis;basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems).
Bachelor's or 10 years relevant experience.
Education
Bachelor's Degree.
