Primary purpose of this position is to oversee, manage, coordinate, and facilitate one or more environmental programs; activities of environmental service contractors, e.g. asbestos abatement contractors; activities of base Unit Environmental Coordinators; and internal environmental inspections.
At the GS-05 through GS-09 level, duties are performed developmentally.
Duties
GS-11:
Administers one or more environmental programs by planning, developing, organizing, evaluating and coordinating the program(s).
Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or inhouse in support of environmental programs.
Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organizations.
Manages internal environmental inspections.
Assists installation environmental program managers in the performance of their duties.

Requirements

GS-11
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience are experience applying environmental protection program principles and procedures applicable to a wide range of duties in one or more program areas, and solving problems involving diverse aspects of environmental protection.
OR
EDUCATION: a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environment Engineering, Physical Science, Biological Science like education. NOTE: You must submit a copy of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. GS-09
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Examples of specialized experience are experience applying environmental protection program principles and procedures applicable to standard/routine duties in one or more program areas, and solving problems involving routine aspects of environmental protection.

EDUCATION: a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D. in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. GS-07:
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service. GS-05:
GENERAL EXPERIENCE: Applicants must have three years of progressively responsible general experience, with at least one year of that experience equivalent to at least the GS-04 grade level or equivalent in other pay systems demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05/07/09 level is required to meet the time-in-grade requirements for the GS-07/09/11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
All Grades:
1. Broad knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current legislative issues to perform project development, execution, training, and advisory services on assigned projects.
2. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines.
3. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment.
4. Skill in conducting environmental compliance inspections.
5. Ability to establish effective working relationships with others, and work cooperatively as a member of a team.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
