THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (R&P/COMP), Position Description Number T5515000 / T5042000 and is part of the DE Delaware JFHQ Army National Guard, National Guard.

Duties

1. Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Assists in planning and administering the merit promotion and recruitment/placement program. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement, applicant supply, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. 2. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Counsels and registers employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. 3. Provides advice on military technician compatibility issues and delegated personnel authorities. Provides guidance to supervisors, managers and military commanders on assignment of technicians to compatible military assignments. Ensures excepted technicians maintain the Military Occupational Specialty (MOS)/Air Force Specialty Code (AFSC) commensurate with the technician position held and are militarily assigned to the unit in which they are employed. Ensures current employees in non-compatible status obtain the proper AFSC/MOS and/or correct military assignment. Assists supervisors and management in achieving compatibility. Initiates or recommends approval of appropriate waivers as required. 4. Assists in conducting reductions-in-force (RIF). Develops competitive levels and maintains retention registers. Evaluates qualifications and military assignment factors to reassign displaced employees. Assists in developing, coordinating, and maintaining state plans/guidance. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. Attends national recruitment and placement workshops. 5. Requirements

  • Federal employment suitability as determined by a background investigation.
  • Must be able to obtain and maintain a Secret security clearance within one year of hire. Failure to be able to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must meet the definition of specialized experience.

Qualifications

SPECIALIZED EXPERIENCE: GS-07: Should have at least one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of personnel programs. SPECIALIZED EXPERIENCE: GS-09: Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. QUALITY OF EXPERIENCE: Qualification factors include education and competencies in the human resources program. Candidate's competencies are evaluated on the basis of duties performed. The applicant's resume package may include military and/ or civilian human resources experiences and experiences in writing military and/ or civilian performance reports; awarded training certificates; and official college transcripts. The resume must clearly demonstrate the individual's possession of the competencies needed to fully perform the Series GS-0201 work, as defined in the applicable position description's specified grade, duties, and responsibilites.

Education

A high school diploma or general education development (GED) diplomas is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
