This National Guard position is for a PERSONNEL SECURITY SPECIALIST, Position Description Number D2469000 and is part of the OH 179 Cyberspace Wing, Ohio Air National Guard.
The primary purpose of this position is to plan, to implement and administer the personnel security program for the wing.
Duties
As a PERSONNEL SECURITY SPECIALIST, GS-0080-11, you will perform the following duties:
1. Serves as the technical authority for the Wing personnel security program. Enforces all operational, functional, and mission assurance aspects of the program to include the establishment and maintenance of Incident Reports (IRs). Formulates program goals, plans, policy implementation guidelines, procedures and work plans dealing with the development and operation of wing-wide personnel security program and activities. Provides technical and administrative direction to wing personnel performing personnel security duties. Develops localized policies and advises leadership on the establishment and related actions for IRs. Evaluates derogatory information and provides guidance to commanders on the establishment of IRs and/or the suspension, revocation, or denial of an individual's security clearance. Monitors the control and safeguarding of IRs within wing organizations. Interprets AF, DoD, National directives and rules as they pertain to personnel security and ensure they are fully implemented and applied throughout the wing. Provides effective guidance, training, and direction to subordinate Squadron level organizations, activities and units. Develops operational standards and provides oversight for Wing requests for security investigations and clearances. Ensures complete documentation requirements are met prior to submitting to an investigative or adjudication agency. Reviews and optimizes the personnel security pre-investigative structure to maximize resources for efficient operations. As the wing expert in personnel security requirements, periodically reviews and improves Wing security operations using continuous improvement process techniques. Assures that procedures and policies relative to evaluation, maintenance, and review of personnel security investigations (PSIs) for all National Security positions are established and properly administered for the entire installation. Responsible for personnel security clearances for the installation and serves as the primary point of contact in resolving sensitive clearance issues. Evaluates compliance of activities with security requirements; identifies deficiencies; and ensures corrective action is implemented and rectified within a timely manner. Analyzes problems, mission vulnerabilities and security impacts to mission assurance, and convergence difficulties involving multiple security disciplines as directed or self-identified. Provides cost effective, efficient, and productive solutions to ensure mission success. Analyzes weaknesses identified during wing and higher headquarters inspections of systemic security problems in order to modify and apply recommended solutions. Administers Wing Personnel Security investigations/adjudication systems for case management. Establishes wing procedures for processing requests for National Security investigations for military and civilian personnel. Serves as the approval authority for all Personnel Security Investigations (PSI) and oversees processes for submitting official requests for PSIs and ensures they are consistent with National, DoD, and AF directives. Ensures security clearance requests are validated and supporting documentation is completed prior to processing of a clearance. Analyzes request processes for determination of validity for access indicated.
2. Serves as the advisor to the Chief of Information Protection and Wing commanders (CC/CV) on the full spectrum of personnel security matters across the Wing and all subordinate organizations. Provides direct support, guidance, training, and direction to a civilian and military work force, to include subordinate organizations, and serves as their representative for all related personnel security issues. Provides technical advice, training, and assistance to commanders, directorates, and security managers regarding all aspects of personnel security and the convergent effect on information security and industrial security. Briefs leaders and program managers as necessary to ensure personnel security program management effectiveness. Provides advice, assistance, and training on personnel security matters to all security specialists supporting other programs and organizations throughout the Wing. Formulates and manages supplemental security training courses, meetings, and aids to assure maximum effectiveness of the programs. Presents security material and distributes pertinent security information as required to ensure mission assurance.
3. Performs other duties as assigned.

Qualifications
GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE: To qualify for the GS-11 journeyman career level in the Security Forces Series GS-0080, the applicant must have least 24 months experience in the Security Forces career field to include technical training schools and drill-status working experience. Security Forces and Intelligence training/experience are not required for individuals performing Chief of information Protection duties and responsibilities; Security Officer duties and responsibilities; or, Special Security Representative duties and responsibilities.
