This position is located in the Department of Defense (DoD) Office of Inspector General (DoD OIG), Mission Support Team, Office of Security in Alexandria, VA. Incumbent serves as Personnel Security Specialist for the DoD OIG Personnel Security Program assisting the Personnel Security Program Manager.
Duties
Processing new hires for security clearances using the standards established in DoDM 5200.2, Procedures for the DoD Personnel Security Program.
Assist OIG employees and applicants with personnel security related questions and provides guidance on personnel security procedures.
Process security related data to the National Background Investigations Bureau (NBIB), the DoD Consolidated Adjudications Facility (CAF), and DoD Insider Threat Management Analysis Center (DITMAC).
Develops of policies and procedures for the personnel security program.
Represents the OIG with external agencies involved in the OIG personnel security program.
Develops and justifies the personnel security program budget.
Serves on the Insider Threat HUB to assist with data validation and reporting.
Validates personnel security data in personnel security databases for accuracy.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Applicants must demonstrate that they must meet the specialized experience described below.
Specialized Experience: GS-13 You must have at least 52 weeks of specialized experience at the GS-12 level in the Federal service or at an equivalent level. Specialized experience is defined as: (1) advises on personnel security policies and related matters and on the impact of personnel security requirements on organizational missions; (2) controls personnel security investigative requirements; (3) advises on procedures to adverse security determinations; and (4) represents the Office of Security in personnel security matters internally and externally when required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
