About the Position: Congress created the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) to provide independent and objective oversight of Afghanistan reconstruction projects and activities. SIGAR conducts audits and investigations to promote efficiency and effectiveness of reconstruction programs and detect and prevent waste, fraud, and abuse.
Duties
1. PERSONNEL SECURITY: Provides information and assistance, by advising on personnel security policies and other related issues. Implements procedures to ensure all assigned personnel who handle classified material are appropriately instructed, cleared, and have a need for access.
2. PHYSICAL SECURITY: Ensures programs are in place and operating effectively for the security of facilities, property, controlled access areas, etc. Analyzes and recommends upgrading or additional security systems (i.e., locks, security containers and ID systems) to safeguard facilities and documents. Maintains a strict lock and key control program. Recommends appropriate corrective action when security requirements are not adhered to; recommends adjustments in the physical security system as needed.
3. INFORMATION SECURITY: Implements a program for the protection of defense information received or generated by the organization and other federal agencies. Material safeguarded covers a broad range of types and subjects, which present complex security problems. Provides advice and training necessary to handle, mark, and store classified information.
4. INDUSTRIAL SECURITY: Assures the safeguarding of classified information in the hands of all organizations and facilities used by prime and subcontractors.
5. COMMUNICATION SECURITY: Conducts security education programs for personnel. Establish and implement an internal COMSEC Standard Operating Procedures (SOP) for the organization.
6. SAFETY PROGRAM. Serves as the Agencies Safety Officer. Implementing safety polices, ensuring compliance with Safety regulations, directives, regulations, and procedures. Directing corrective actions as necessary.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent occupies a position that may be considered essential to support of the SIGAR mission. If your position is considered emergency essential, failure to remain in your position may result in separation for the efficiency of the Federal Service.
- Overseas travel may be required. In support of this travel, the incumbent would be required to meet minimum standards of fitness for deployment to the CENTCOM region.
- This position requires the incumbent to complete a Form SF 312, Classified Information Nondisclosure Agreement.
- The incumbent may be required to submit an Executive Branch Confidential Financial Disclosure Report.
- This position may be designated Critical-Sensitive (3) requiring a TOP SECRET security clearance, this position requires a Secret Access (2); BI required.
- The incumbent may be required to drive a government vehicle and provide proof of a valid driver’s license.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Knowledge Requirements:
Knowledge of physical security, industrial security, information security, personnel security, special emphasis on personnel security within DOD, State Department, as well as other Federal agencies outside of DOD.
Skilled in conducting security inspections, identifying security problems, and resolving problems.
Ability to communicate orally and in writing to negotiate with security officials, present findings, and recommendations, conduct security training and security briefings.
Thorough knowledge of the latest security laws, regulations, and directives in order to implement security policies and procedures.
Ability to analyze and review classified documents and determine proper classification and downgrading/declassification markings.
Working knowledge of the Joint Personnel Adjudication System (JPAS).
