This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Program Management Responsibilities (50% of time):
1. The incumbent has broad management responsibilities manages the work of staff across programs at the all Community Based Outpatient Clinics (Houston County, Macon, and Milledgeville) including Psychologists, Social Workers, Licensed Professional Counselors and Peer Specialists.
2. The incumbent assists the Supervisory Psychologist and the Chief of Mental Health Service Line with Leadership planning, establishing and implementing policies and procedures.
3. The incumbent provides leadership and guidance in carrying out program planning, outcome evaluation, and staff development activities.
4. The incumbent will coordinate well with leadership from Mental Health to assure that the program is operating in a way that helps veterans to be served in the appropriate environment given their presenting issues.
5. The incumbent will coordinate with the Mental Health Service Line and other appropriate staff as needed regarding the monitoring of performance improvement activities, program reviews, treatment services and data analysis methods.
6. The incumbent will assist in ensuring that performance measures are met, Evidence-Based treatments are implemented, and Recovery-oriented principles are adopted to achieve an optimal level of functioning for veterans.
7. The incumbent has direct administrative and professional supervisory responsibility for subordinates (Please see Org Chart).
8. The incumbent will work to resolve informal complaints and grievances, develop work improvement plans, and provide advice and counsel to workers regarding work and administrative matters.
9. The incumbent will have established guidelines and performance expectations for staff that are clearly communicated through the formal employee performance management system.
10. The incumbent will conduct ongoing intensive reviews to ensure objectives are met and standards are adhered to. A substantial portion of the workload directed by this position is carried out at one or more locations that are physically removed from the main CVVAMC.
Clinical Responsibilities (30% of time):
1. Provides a full range of diagnostic, assessment and treatment services to veterans presenting with psychological, emotional and behavioral problems, with special emphasis on brief and evidence-based interventions found to be effective in general mental health treatment settings.
2. Has direct responsibility for all aspects of general mental health outpatient treatment services performed by non-prescribing staff in the CBOCs, including those conducted by trainees.
3. Facilitates patient and family education appropriate to mental or behavioral health issues.
Academic/Teaching/Training (10% of time):
1. Provide clinical consultation to various disciplines and levels of training to include psychologists, social workers, social work interns, nurses, nurse trainees, psychiatry residents and fellows and psychology interns and fellows.
2. Involved in the Social Work Internship Training Program and related training committees, as appropriate.
3. Provide leadership, guidance, and consultation on staff education and development.
4. Involved in the training of medical students, medical and psychiatric residents and fellows and nursing students and fellows, as appropriate.
Research/Program Evaluation (10% of time):
1. Responsible for timely completion of all program evaluations and documents required by the Mental Health Service Line, Medical Center, Veterans Integrated Service Network (VISN) and Veterans Affairs Central Office (VACO), ensuring compliance with appropriate accrediting bodies such as Joint Commission (JC). Consults with others to offer guidance and stimulation in research directions for the program.
2. Plans and oversees the completion of research programs, designed to provide information regarding program planning and relevant treatment approaches, as appropriate.

Qualifications
Basic Requirements:
Citizenship. Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Please note: A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Licensed or certified by a state to independently practice social work at the master's degree level. VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of state prerequisites.
English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Regulations.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Must pass a background check.
Grade Requirements:
GS-13 Supervisory Social Worker
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities
1. Ability to independently organize work, set priorities, and meet multiple deadlines.
2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
3. Ability to ensure provision of clinical social work services by supervised social workers.
4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
6. Ability to provide staff training and development.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
