The purpose of this position is to serve as the Supervisory Program Specialist Enrollment Coordinator, to the Patient Business Services(PBS), Chalmers P. Wylie Veterans Ambulatory Care Center. The primary responsibility encompasses three key functions: following all administrative aspects of the enrollment process, health benefits and eligibility determinations; and related aspects of health benefits administration.
Duties
Provides technical and administrative supervision to administrative supporting staff in Enrollment and Eligibility.
Developing subordinate performance standards, writing position descriptions, evaluating work performance, counseling for those whose performance is marginal or unsatisfactory, and initiating and recommending disciplinary actions when necessary.
Makes determinations on grievances and approves leave.
Hearing and resolving complaints from subordinate employees.
Planning work to be accomplished, setting short and long-term goals, assigning work based on priorities, instructing subordinates on work and administrative matters.
Initiating recruitment actions, interviews, and selection of new employees for subordinate positions.
Obtaining resources for continuing education for subordinates and determines their training needs.
Work Schedule: Monday - Friday, 8:00 am - 4: 30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough knowledge of federal laws, VA regulations and directives governing medical benefits for veterans, facility policies, procedures, and organization structure, services available, capabilities of clinics. Extensive knowledge of the Veterans Health Administration(VHA) eligibility requirements, ability to communicate effectively and train staff on policies and procedures
pertaining to VHA. Ability to collect technical information through a variety of sources, identify pertinent information used to develop reports and summaries with minimal guidance. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Successfully completed one of the following: (a) Master's or equivalent graduate degree; (b) two full years of progressively higher-level graduate education leading to such a degree; or (c) an LL.B. or J.D. that is related to this position. NOTE TO APPLICANTS: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. (TRANSCRIPTS REQUIRED - If you do not submit a copy of your transcript, your application may not be processed.)
Combination: Possess equivalent combinations of experience and education to fully meet the requirements of this position. (Only graduate education in excess of the first 18 semester hours is creditable toward meeting the requirements when combining education and experience. TRANSCRIPTS REQUIRED)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Some periodic walking, sitting, lifting, and carrying of light items such as instructional materials, books, and manuals are required.
