The incumbent in this position has significant personnel management responsibilities for staff. The incumbent is responsible for the professional and administrative management of the Suicide Prevention Program. They will also provide direct clinical services with or without program coordination responsibilities. Social Work Supervisors are licensed at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure.
Duties
The incumbent in this position at the Wilkes-Barre, Pennsylvania VA Medical Center (WB VAMC) has significant personnel management responsibilities for staff, at both the GS-12 and GS-11 grade level and below. S/he is responsible for the professional and administrative management of the Suicide Prevention Program. S/he also provides direct clinical services with or without program coordination responsibilities. Overall these duties can include, but are not limited to:
Demonstrates ability to independently organize work, set priorities, and meet multiple deadlines
Knowledge of supervisory duties which include clinical supervisors, consultation, negotiating with other departments and quality management.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skills in interpersonal relationships in dealing with employees, team leaders, managers and labor relations.
Maintain supervision of clinical credentialing and/or privileging standards and mandatory training requirements of supervisees
Supervises a group of employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
Performs the administrative and personnel management function relative to staff supervised.
Establishes guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system.
Observes staffs' performance; demonstrates and conducts work performance critiques.
Supervises and monitors workload productivity within in person, community and virtual locations of work.
Verifies community worker safety protocols are monitored per policy requirements.
Provides informal feedback and periodically evaluates employee performance.
Works to resolves informal complaints and grievances.
Develops work improvement plans, administeringpersonnel actions as necessary.
Provides advice and counsel to staff regarding work and administrative matters.
Effects disciplinary measures as appropriate to the authority delegated in this area.
Reviews and approves or disapproves vacation/leave requests.
Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Supervises employees to accomplish the work of the organization unit.
Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities.
Provides technical assistance to monitor activities and program reviews, develops and analyzes information.
Uses sound judgment in the interpretation of trends and patterns, the application of guidelines, and the recommendation of program enhancements.
Performs program analysis, development, review, research, design, and contact work as possible with various agencies [public, Department of Defense (DoD), state, etc.].
Performs work related to the review, monitoring, analysis, planning and assessment of various programs.
Performs direct professional services with patients in the area for which they provide supervisory oversight for a minimum of 10% of their estimated work time.
Serves as Acting Service Chief as assigned in the absence of Chief for leave coverage.
Performs other related duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency Requirement: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-12
Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program
Ability to supervise multidisciplinary staff assigned to the program
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s)
Ability to provide training, orientation, and guidance within clinical practice
