This announcement will be used to fill positions at either the GS-11, or GS-12 grade level with a target grade of GS-12.
Duties
The major duties described below reflect the full performance level of this position:
Conducts functional operational reviews to examine work processes, records, and structures for compliance with laws, regulations, economy and efficiency, and/or effectiveness in achieving desired results.
Identifies weaknesses and problems and develops recommendations for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy.
Analyzes large amounts of data (input and output) to make a determination if a local solution or wider system redesign is warranted.
Recommends actions to resolve existing problems, prevent potential problems, and/or affect new or revised internal controls.
Performs financial management analysis/costs studies that involve key officials and concern controversial or critical matters, economy or operations, and organizational improvements.
Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
Examples of qualifying specialized experience at the GS-11 grade level: Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls.
To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service performing accounting financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
Examples of qualifying specialized experience at the GS-12 grade level: examining work processes, records, and structures for compliance with laws, regulations, economy and efficiency, and/or effectiveness in achieving desired results; developing financial management analysis/costs studies that involve key officials, economy of operations, and organizational improvements; and determines the adequacy of financial internal control systems and develops criteria against which critical success factors can be analyzed/compared.
This position is developmental at the GS-11 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-12 grade levels without further competition.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS 12 and above: Education is not substitutable for specialized experience at this grade level.
This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period.
