About the Position: Serves as a procurement analyst and technical authority for assuring that District/Center Contracting offices comply with Federal, Department of Defense (DA), Army, US Army Corps of Engineers (USACE), and Senior Contracting Official procurement policies, regulations, and directives. This is a permanent position with HQ US Army Corps of Engineers Directorate of Contracting, Senior Contracting Official - Alexandria, located in Alexandria, VA. This is NOT a remote position.

Duties

Provides direction and advice to Major Subordinate Commands, District Offices, and other field activities in areas of planning, contractual strategy, and execution of their acquisition programs. Reviews and provides senior leaders with specific guidance concerning compliance with acquisition policies and procedures for the acquisition of A/E services. Assures that documents comply with regulatory requirements, and are processed according to existing procedures Serves as chair or representative of special task groups, as tasked by USACE Directorate of Contracting or the ASAALT. Serves as the Senior Contracting Official (SCO), Office Internal Control Officer, responsible for planning, scheduling, and conducting periodic Internal Control reviews. Inspects the activities of ordering officers, procuring contracting officers, Contracting Officer Representatives, and administrative contracting officers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectee must possess at least an acquisition Level I certification in Contracting at time of applying for this position.
  • Selectee must meet position requirements for certification at Senior Level II in Contracting (Acquisition Career Field 14) within 24 months of entrance on duty.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet Department of Defense Instructions (DoDI) 5000.66 requirements applicable to the duties of the position.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (You MUST submit a copy of your transcript with your application package) OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes:Analyze contracting/acquisition actions and policies for the contracting workforce. Perform reviews and analysis of procurements involving complex contracts for new or innovative conceptual acquisition approaches. Advise management and contracting officers on matters pertaining to contracting policies and procedures. Develop or monitors the development of replies to inquiries concerning acquisition matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
