National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.
Duties
Responsible for the administration of the Risk Management and Internal Controls (RMIC) program. Provides oversight of assessable units and assessable unit managers, who are responsible for assessing internal controls in their respective areas.
Serves as an expert advisor to supervisors, senior managers and colleagues in all areas of professional accounting, auditing and business controls. Establishes and audits accounting programs, academic and business processes in support of NDU mission.
Conducts audits of budgetary reports and financial statements utilizing in-depth understanding of, and familiarity with, generally accepted accounting principles (GAAP).
Serves as the NDU entry point of contact for audit inquiries from the Department of Defense Inspector General (DoDIG), Government Accountability Office (GAO) and other investigative organizations.
Develops criteria for internal assessment topics for evaluation based on Secretary of Defense and Joint Staff priority areas, DoD management guidelines and NDU leadership priorities. Performs other duties as assigned.

- Telework availability will be based upon the mission requirements and supervisory determination.
- Required to complete an OGE-450 Financial Disclosure Form.

Basic Requirements:
All applicants must have one of the following, must provide transcripts to verify Basic Requirements have been met:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.
In addition to meeting the basic requirement, qualified applicants must possess specialized experience:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience includes: planning, development, formulation or execution of auditing policies, audit management guidance, practices and techniques.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience for this grade level.
