This position is for the Medical Supply Distribution (MSD) areas of the Logistics service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. The primary purpose of the position is to ensure that supplies and material are distributed to all areas serviced by Logistics. Responsible for directing, supervising and managing the primary inventory point that receives stores and issues supplies and material.

Duties

Major duties include but not limited to: Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Oversees the maintenance of stock at primary and secondary inventory locations for all clinical and administrative services. Ensures items are delivered in a timely and accurate manner and in sterile and operational condition. Hears and resolves complaints from employees, group grievances and serious complaints. Gives advice, counsel, or instruction to employees on both work and administrative matters. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Assesses the training needs of various groups and individuals and develops, conducts and evaluates the effectiveness of training plans, sessions, and materials. Works with vendors, contractors, managers, supervisors and staff throughout the medical center and from other agencies on logistics issues. Maintains effective interpersonal relationships with peers, subordinates, inter-service staff and others by dealing with operational priorities of the service and other areas affected by Logistics. Stores items in accordance with established guidelines, utilizing computerized inventory system, to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system Maintains stock levels, returns reusable supplies to the distribution area, and informs clinic and ward personnel on new or changed items and supplies, current medical supply resources, and shelf life. Performs other duties as assigned. Work Schedule: Monday - Friday, 6:00am-2:30pm or 8:00am - 4:30pm. Subject to change based on agency needs. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of work production and quality of work. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period. If the selectee was a Federal employee prior to assignment to the supervisory or managerial position, failure to complete the probationary period successfully can result in their return to their former position, or to a position of no lower grade and pay than the one, which they left to accept the supervisory or managerial position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
