The position is located in the Department of Veterans Affairs (VA) at the New Mexico VA Health Care System (NAVAHCS) Albuquerque, NM in the Education Service Line. The incumbent is responsible for all assessing, planning, organization, creation, implementation, management, administration, and evaluation of non-trainee employee education program functions.
Duties
Duties include but are not limited to the following:
Incumbent assesses, develops, disseminates, coordinates, and evaluates all educational activities.
Responsible for curricula development and facilitation of comprehensive career development programs and will serve on various education committees at the local, VISN, and/or National level regarding all employee training programs.
Participates in all phases of assessing, planning, developing, implementing, administering, and evaluating a training program which is responsive to immediate and long-range needs and goals of the VA organization.
Develops/creates instructional objectives and evaluations for each activity.
Incumbent conducts formal trainings.
Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness.
Serves as resource to Program Managers to provide direction and educational strategies for existing and developmental programs.
Incumbent will utilize a wide variety of techniques to announce, encourage, promote, and remind participation in training offerings.
Serves on and represents Education on a variety of NAVAHCS committees and task groups as assigned including the VISN 22 Learning Subcommittee.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for the GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
To qualify at the GS-7 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject matter field of the position to be filled that required training or instructing or instructing others on a regular basis. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) full year of graduate education leading towards a master's degree, or have superior academic achievement. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
To qualify at the GS-9 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject matter field of the position to be filled that required training or instructing or instructing others on a regular basis. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily of a non-physical nature; however, it requires mental and emotional stability and may involve periods of high stress and transiting to other offices within the facility and occasionally carrying packages such as supplies and mail. Incumbent may be required to work a flexible schedule.
