The incumbent serves as the Safety and Occupational Health Manager for VA Puget Sound Health Care System (VAPS) in Seattle, WA, and is responsible for directing, planning, developing and implementing comprehensive programs for Occupational Health, Safety, Fire Protection, Green Environmental Management Systems (GEMS), Industrial Hygiene, and Radiation Safety Programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Manages safety or occupational health program elements and serves as a senior advisor and representative for safety and occupational health issues. Develops safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Develops and applies methods, techniques, and abatements to control or eliminate unsafe acts or conditions to reduce hazards and evaluates cost effectiveness while specifying corrections and actions required to better utilize people. Prepares technical documents and guidance materials to support Environmental Health and Safety program implementation. Anticipates, addresses, eliminates, mitigates and controls hazardous conditions, exposures, and practices related to the safety program and regulatory obligations. Applies safety and occupational health laws, regulations, principles, theories, practices, and procedures. Serves as the primary consultant regarding all Environmental Health and Safety aspects of The Joint Commission Environment of Care and Life Safety accreditation standards. Provides direction and assignments to subordinates/programs including Emergency Management, Industrial Hygienist, and Safety/Occupational program specialists. Develops and promotes training programs and trains health care system personnel on requirements and implementation for specific Environmental Health and Safety programs. Communicates and works effectively with external regulators (OSHA, EPA, state agencies, etc.) and accrediting bodies on all Environmental Health and Safety matters and provides consultation to staff and the Leadership regarding these interactions. Evaluates work processes, equipment operation, and protective devices to reduce or eliminate injuries/illnesses, property damage and environmental harm. Analyzes or evaluates new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Conducts audits and inspections of facilities to assure compliance with Environmental Health and Safety laws and regulations. Manages use of the employee incident reporting system and an accident review committee. Performs other duties as required. SPECIALIZED EXPERIENCE: Requires at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Safety and Occupational Health Manager, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience is lead or supervisory experience such as directing the work of subordinates, managing performance, reviewing training needs, etc. In addition, experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
