This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. The salary for this position will be adjusted based on the duty location.

Duties

Serves as the Assistant Director, Facilities Management and Security Division which oversees the Facilities Management Branch, the Physical Security Branch, Continuity of Operations and Occupant Emergency Program and the following functions: Facilities, Physical security, Continuity of Operations and Occupant Emergency Program. This individual: (1) Collaborates with the Director on the division's direction, achievements, and objectives: (2) prepares budget, justifies, and allocates resources (3) implements initiatives (4) improves services and delivery of such. The incumbent reports directly to the Director of Facilities Management and Security Division. Serves as OIG Liaison to the Department's Office for Facilities Management. Oversees and manages special projects assigned to subordinate employees. Oversees the acquisition and disposal work related to real property for use in achieving OIG's mission. Oversees the Security Branch and the implementation plan and schedule for installations of the Enterprise Access Control System and the enterprise video surveillance systems and establishes operating plans and best practices. Develops an OIG specific Continuity of Operations and Occupant Emergency Program.

  • Must be able to obtain and maintain a Top-Secret security clearance.

Qualifications

Qualifying specialized experience must demonstrate the following: Experience providing expert advice, technical assistance, and overseeing the work related to the design and construction of office environments (this work includes proposing design option, developing design documents and managing demolition and construction); Experience managing and leading a complex, multifaceted organization through the acquisition and disposal process of real property; Experience managing and overseeing a nationwide physical security program for a large organization (to include supervising the work related to the implementation plan; and installation and maintenance of the Enterprise Access Control System and enterprise video surveillance systems); Experience providing expert advice, technical assistance, and overseeing the work related to designing, developing, conducting, evaluating, testing, training and maintenance of the Continuity of Operations and Occupant Emergency Program; and Experience collaborating with IT Specialist to recommend updates or improvements to cybersecurity program and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
