The primary purpose of this position is to serve as a Production Management Specialist (PMS) providing management guidance, direction and control of assigned systems, projects and/or programs to ensure production management support of the B-1 Weapons system for assigned organic depot level maintenance programs.
Duties
Serves as single point of contact for all B-1 Programmed Depot Maintenance (PDM) activities, to include negotiation and scheduling of all B-1 organic maintenance workloads.
Manages aircraft programs at depot facilities through surveillance over production and control over schedules, fund expenditures, flow time and work requirements.
Ensures management control of all aircraft schedules for depot possessed aircraft including PDM/modification installs.
Analyzes PAO records that reflect O&A tasks and cost associated with each O&A approval to ensure funds are added to Project Order for additional work.
Monitors the level of support provided by responsible logistics managers, equipment specialists, engineers, and supply chain managers to provide adequate and timely support to negotiated workloads.

- Majority of work is accomplished in an office environment but may involve activity on aircraft and in maintenance shop, production areas, or flightlines.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge objective and available resources; and discusses timeframes, scope of the assignment including possible stages, and possible approaches with the employee. The employee determines the
most appropriate principles, practices, and methods to apply in all phases of assignments; interprets regulations on his/her own initiative; applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems; resolves most of the conflicts that arise; and keeps the supervisor informed of progress and of potentially controversial matters. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force production management and logistics management principles, policy, processes, control systems, manning criteria, facility usage processes, standard contracting regulations, practices and procedures.
2. Knowledge of aircraft tasking requirements to include AAIP goals, modification requirements related to B-1 aircraft systems and aircraft scheduling requirements/principals.
3. Ability to analyze, interpret and apply logistic management and production management rules, regulations, and procedures to a variety of situations/problems and recommend timely and economical solutions.
4. Knowledge of budgeting, procurement and funding processes related to logistics and production management functions.
5. Ability to communicate effectively, both orally and in writing, maintain good working relations with all individuals and organizations and apply standard safety and health practices.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
