Vacancies will be filled in the following specialty areas:

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Develops the fiscal year local functional training plan in adherence to functional work plan assumptions by coordinating with management in the development process and ensures delivery of the functional training plan.
Plans and coordinates all functional training and changes in the use of resources. Recommends changes to procedures and practices when the need to do so is identified. Obtains on-site and off-site space if needed, provides training equipment, instructors, course booklets and other training supplies.
Prepares, monitors, and maintains coordination of the Functional Site Training Plan. Advises management of training needs identified through National Office work planning assumptions, published mandatory training requirements, or other sources of feedback.
Provides the functional site training plans and training reconciliation reports to Planning & Analysis (P&A) and Business Operating Division (BOD) staffs. Prepares estimates of training costs to Learning and Education to ensure that the site is properly budgeted for training activities. Updates the functional training section of the filing season readiness plan.
Reviews, analyzes, and evaluates the overall effectiveness of the training program, and prepares reports summarizing activities. Recommends solutions for improving the effectiveness of the training program.
Compiles and maintains a database on employee skills and coordinates completion of the Functional Site Skill Assessment with the Systems office. In telephone programs, provides assistance to the Systems office with assignment of applications.
Provides oversight on the recruitment and training of Classroom Instructors Training Course (CITC) instructors. Evaluates instructors by monitoring classroom sessions and provides written feedback to evaluate instructor performance.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:
GRADE 11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes: Experience with the interrelationships between Federal and state laws; Experience with tax law to include researching relevant publications and the Internal Revenue Code; Experience explaining tax law sufficient to independently provide educational assistance on taxpayer rights, tax law, and IRM policies; Experience with tax analysis techniques to apply appropriate tax laws and regulations to individual cases; Experience resolving taxpayer accounts making correct tax determinations and making correct adjustments to taxpayer accounts; Experience with interviewing techniques needed to independently determine the nature of taxpayer assistance; Experience instructing face-to-face and or virtually; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products. Effectively communicating orally and in writing, in-person, via telephone, and utilizing web-based computer applications.

EDUCATION: PH.D. or equivalent doctoral degree in a related field of study. OR Three full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university.

Combination of qualifying graduate education and experience equal to that amount required.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
