This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability Scientist in the Survivability and Effects Analysis Division, US Army Nuclear and Countering Weapons of Mass Destruction (WMD) Agency (USANCA), DCS G-3/5/7, Headquarters, Department of the Army (HQDA).

Duties

Provide mission support to senior leaders, addressing chemical, biological, radiological, and nuclear (CBRN) materiel survivability expertise to the Geographic Combatant Commands. Serve as a technical survivability expert for the Department of the Army (DA) on all issues related to CBRN weapon effects, and Soldier and mission-critical materiel survivability from those effects. Develop policy for and supports the execution of weapons of mass destruction (WMD) environments, effects, and survivability-related functions and actions. Review future capability requirements documents for proper designation of CBRN Mission Critical System (MCS) and adequate specifications of CBRN Survivability requirements. Document staffing reviews for CBRN Survivability in systems such as the Capabilities Army Requirements Oversight Counsel Management System (CAMS) and Enterprise Tasm Management Software System to include staffing packages to Army senior leaders. Interface with Army Futures Command Headquarters (AFC-HQ), ASA/ALT, and national Cross-Functional Teams to stay abreast of CBRN survivability requirements status and reporting to HQDA DCS G-3/5/7 senior leaders. Serve as a nuclear survivability advisor/nuclear modeler to the nuclear employment augmentation teams (NEAT). Identify nuclear weapon effects modeling gaps with respect to multi-domain operations and large scale combat operations to enable collaboration with the USANCA modeling program and Defense Agencies to develop innovative ideas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (SCI) Clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Physical Scientist (CBRN Survivability): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes: integrating Chemical, Biological, Radiological, and Nuclear (CBRN) survivability requirements into mission critical documents; conducting presentations and briefings to senior leaders; and utilizing automated systems to maintain requirements documents such as Chemical, Biological, Radiological, and Nuclear (CBRN) documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
