The incumbent serves as the primary supervisor of a historic railroad restoration shop that includes a full machine shop, woodworking shop, CAD shop, paint shop, overhead cranes, metal fabrication areas and multi-bay repair operations. Incumbent is responsible for leading projects involving restoration and maintenance and restoration of passenger cars, freight cars, cabooses, and other historic rolling stock.

Duties

Oversee mechanical, restoration and preservation shop plans and assigns work, provides technical instruction, provides guidance to address delays, inspects work. Plans and directs a variety of repair, maintenance, project planning, and restoration of historic railroad equipment. Use a computer for project planning, work tracking, creating documents, reporting, training, and product/material research. Develop facility projects in the Facility Management Software System (FMSS) for funding requests. Assist in the formulation and implementation of the annual budget for the locomotive shop, costs of facilities work; review reports to prioritize asset needs; coordinate and create FMSS work orders and cost estimates; implements, operate, and maintain a database. Supervises and organizes an FRA complaint preventative maintenance plan for all rolling stock including locomotives, passenger cars and associated equipment, ensures subordinates have required training applicable to AAR and FRA regulations. Plans and establish, daily, weekly or monthly work schedules, leave and attendance reports, employee performance evaluations and establish JHA and SOP documents as part of the department's safety program. Prepares scopes of work and cost estimates and contracting officer representative duties as assigned.

Plan and established overall leave schedule, determine training needs of subordinates, set performance standards, and make formal appraisals of subordinate work performance. Responsible for interviewing and making selections for a group of workers responsible for heavy and railroad equipment maintenance, machine, welding, painting, metal fabrication, historic restoration and rolling stock preservation shop operations. Have in depth knowledge of diesel and steam engine repair and maintenance. Have extensive knowledge and application of FRA, AAR, and NORAC standards. Highly proficient at using computer for project planning and work tracking; formulate and implement the annual budget for locomotive shop including equipment, supplies, materials, and personnel. Follows all laws, policies, and union agreements. Considered a subject matter expert and work with a high grade of independence.
