This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration(VHA),Mid-Atlantic Healthcare Network (VISN 6), Charles George VA Medical Center (CGVAMC), Health Administration Service (HAS) Section Chief for the Outpatient Clinic. The focus of the work is ensuring that patients and staff have the appropriate administrative support to effectively provide medical care to customers.
Duties
Duties include but are not limited to:
- Delegated authority to implement and manage a full range of nationally mandated programs and initiatives while also performing the full range of supervisory duties and responsibilities so as to effectively utilize the resources and manpower allocated to the Outpatient Clinic Section.
- Familiar with all mandatory requirements including any VHA Directive(s) related to VHA Outpatient Scheduling Processes and Procedures.
- Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
- Subject matter expert on assigned programs and facility Point of Contact for VACO/OVAC programs.
- Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of eligibility, enrollment, health benefits, means testing, and other programs associated with the Health Benefits and Enrollment section is essential to the effectiveness of the section.
- Conversant with concepts and requirements of patient aligned care teams and assist subordinates in not only understanding their role but also being full and effective members of the care team.
- Knowledge of facility/agency goals and objectives and methods of evaluating program accomplishments and the structure of VAMC.
- Plan, organize and direct team work and negotiate effectively with management to accept and implement recommendations which may require extensive changes to establish procedures.
- Knowledge of VA medical benefit entitlements, clinic structure and functions and available ancillary services.
- Effectively build rapport and relationships with services outside of HAS to ensure that compliance with and implementation of all required Directives, Initiatives, Mandates and Handbooks is accomplished.
- Responsible for the implementation, monitoring, and management of the following Nationally mandated initiatives/programs across all affected services of the facility and CBOCs.
- Coordinates the leave of the Outpatient Clinic Administration Section Supervisors, Leads, and MSAs, approving time and leave as appropriate and arranging cross-coverage to provide adequate and appropriate staffing support across all administrative areas of the section.
- Instructs employees in assigned tasks and job techniques, conducts formal and informal on the job training, answers questions and provides guidance on procedures, policies, and directives. She/he identifies training needs and finds ways to improve production or increase the quality of work within the section.
- Gives advice; counsel and direction to employees on both work and administrative matters.
- Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to HAS Leadership for consideration, review or action.
- Establishes criteria to measure and /or predict the attainment of program or organizational goals and objectives.
- Ensure that all administrative tasks are handled in a timely and accurate manner.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assignments require knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). This includes knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
