This National Guard position is for a Auditor (Title 5), the Position Description Number is T5144P01 and is part of the USPFO located in Draper UT with the Utah National Guard.
The selecting supervisor for this vacancy is LTC David Cammack.
Priority will be given to all current, onboard employees of the UTNG.
Duties
MAJOR DUTIES: This is not an all-inclusive list:
Audits projects without precedent or of such a nature as to require original assessment and considerable judgment to develop an audit plan and devise detailed fact-finding techniques.
Audit projects may include financial audits that require extensive cost and price analysis techniques. Auditassignments are typically of an on-going nature, cross organizational or functional lines (e.g., ANG and ARNG Contract Administration, ANG and ARNG Fiscal Accounting Activities, etc.) and are of such scope that they may require a team of auditors. Studies available background material to gain program information and discover leads.
Prepares an audit program based on the use of appropriate advanced audit techniques.
Conducts entrance conferences with management officials at the audit site.
Explains the purpose and procedures for the audit and answers any questions.
Performs survey work to identify potential operating/financial management problems.
Reviews operating procedures and management practices of the activity.
Prepares audit lead sheets to identify potential weaknesses in internal controls.
Accomplishes audit steps in concert with Comptroller General Standards and a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis and questionnaires) ingathering, documenting and summarizing data.
Prepares working papers and files in accordance with Comptroller General Standards.
Prepares audit reports that present findings, identify causative situations and recommend corrective action.
Performs audit follow-up on agreed-to findings, recommendations and monetary benefits made during the previous audit.
Reports to the command on the status of corrective actions taken by functional activities.
Provides unscheduled, quick reaction troubleshooting capabilities to the command to prevent or correct serious, high-profile problems.
Performs other duties as assigned.
Qualifications

SPECIALIZED EXPERIENCE GS-11:
Have at least 1 year as a GS-0511-9.
OR have 24 months of auditing experiences and competencies that provided knowledge of auditing principles and procedures. Demonstrated competencies to conduct audits in accordance with directives and policies; study and evaluate internal controls to determine the level of system reliability; and determine audit procedures needed to attain audit objectives in view of system reliability. Experiences in obtaining sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion in regard to the activity under examination. Experiences, to include examinations and tests that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the audited activities discharged their financial responsibilities, or to determine that the financial records were maintained in accordance with applicable regulations. Experiences and education that demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

SPECIALIZED EXPERIENCE GS-12:
Have at least 1 year as a GS-0511-11.
OR have 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent assessments of the National Guard unit's performance, efficiency, organization, program, activity or function. Experiences and competencies that provided an in-depth knowledge of auditing principles and procedures. Experience in audit preparations, planning, conducting, and reporting with a full-range of competencies in the auditing business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or demonstrated experiences in conducting audits that involved evaluating financial management in terms of economical use of property and personnel. Other audit experiences including adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. Specialized audit program experience must include audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause and effect factors. Experiences that involved presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable costs. Comprehensive understanding of the principles and concepts of the National Guard audit business program requirements. Experience and training that demonstrated your ability to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures.

Education
All applicants for this position must possess the following basic requirements:

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor."
OR
2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in Paragraph One, provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study described above in Paragraph One; and
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
